İşgrubu birim fiat ile bir arıtma tesisi ihalesi

Abstract

Birinci bölüm teze giriş kısmıdır.Tez çalışmasının amacı anlatılmıştır. İkinci bölümde işgrubu birim fiatının tarif edilmiş ve işgrubu birim fiatının nasıl oluştuğu akış diagramı yardımıyla açıklanmıştır. Ayrıca bir örnek verilerek işgrubu birim fiatının nasıl oluştuğu gösterilmiştir. Bayındırlık ve İskan Bakanlığı Birim Fiat Usulü ile İşgrubu Birim Fiat Usulü karşılaştırılmış ve avantajları - dezavantajları özetlenmiştir. Üçüncü bölümde, arıtma tesisi ihalelerini diğer ihalelerden ayıran özellikler anlatılmıştır. Bu özelliklerden bazıları arıtma tesislerinin fiziksel şartlarından bazıları ise bu tür ihalelerin altyapı ihalesi olmasından kaynaklanmaktadır. Kısaca bu gibi özellikler özetlenmiştir. Dördüncü bölümde, işgrubu ile yapılan arıtma tesisi ihalelerine örnek olarak verilen Paşaköy Arıtma Tesisi ve Tüneli İhalesi anlatılmıştır. Projenin teknik özellikleri bölümün giriş kısmında bahsedilmiş, ilerki kısımlarda ise ihale teklif dosyasında yer alan belgeler kısaca özetlenmiştir ve eklerde bu belgeler verilmiştir. Sonuçta ise ihale organizasyon safhasında insan ve organizasyon sorunları belirtilmiştir. Beşinci bölümde, proje maliyet tahmininin nasıl yapıldığı anlatılmıştır ve kategorize edilmiş maliyet grupları gösterilmiştir. Maliyet gruplarını belirleyen kalemler ve proje maliyet icmali tablolar halinde verilmiştir. Bölümün sonunda Yapı İşletmesi Yüksek Lisans Programı'nda okutulan Yapı İşletmesi I kitabında anlatılan maliyet grupları ile Alke İnş. San. ve Tic. A.Ş.'nin belirlediği maliyet grupları karşılaştırılmıştır. Sonuç bölümünde ise tezin konusu olan ihalelere ve genel ihalelere özgü sorunlar tez yazarının yaşadığı ve gördüğü olaylar çerçevesinde anlatılmış, çeşitli örnekler verilmiştir ve öneriler sunulmuştur.Construction sector is a growing and developing sector in Türkiye. The biggest client in Türkiye, the government has been doing bids for the infrastructure and structure utilities. The projects that the government realizes usually finishes lately due to scheduled date, costs highly and they are not in the proper »quality. The most important features of a project as determined by the project management procedures can not be assembeled in these projects. The bidding system plays a great role as this situation occurs Bidding system has a great importance for the accomplishment of of the projects. Bidding style, unit price system,the tender qualification documents are the components that effect thes the conditions of the project, too. Today some of the bids are managed by the project management procedures and some of them is managed by informel and political relations. Although the construction investments are between %50-75 of the total investments, a contemporary bidding is has not been gone into effect up today. Academic researches are made by the universities and special sector about the bidding sytem but these researches can not effect the bidding system since the biggest investor is the government. The bidding system that will be established must be such that the client and the contractor wouldn't be the injured party after the bid, and that will be the milestone for the resources to be used productive and the project to be finished on the scheduled date and in a good quality. The thesis shows the point of view of the contractor to the bids of treatment plants. Alke Construction Industry and Trading Co. Paşaköy Treatment Plant and Tunnel Bid is sampled by the technical and administrative terms. And some proposals are made for the existing bidding system. In Türkiye, the construction of treatment plants are fastly increasing. The construction of treatment plants needs a special discipline and a point of view. XI The topographic conditions is harder then the other projects and unit price system used is different from the other bids. The system that is usually used in international bids is written here and it is compared with the Bayındırlık ve İskan Bakanlığı unit prices. The thesis contains the preparation stages of Alke Construction Industry & Trading Co. to the bids. The thesis is done to provide information about the bid of treatment plants with workgroup unit price system. Also the thesis is prepared in the frame of the courses that is given by the ITU Construction Management Master of Science Program and it is a project thesis not a research thesis. The first chapter is a introduction to thesis. The second chapter contains information about work group unit price system. Workgroup unit price is the combination of many unit prices that are thought to be seperate indeed. Basicly workgroup unit price system is the same as the other unit price systems. There are some advantages and disadvantages of this system and it is compared with Bayındırlık ve İskan Bakanlığı unit price sytem and a flow chart and a unit price sample is given in this chapter. The third chapter is about the general properties of water treatment plants. The properties that differ construction of the tratment plants with the other utilitites is written in this chapter. The fourth chapter is about the tender and qualification documents. The documents that are placed in the tender documents are summarized and the procedures to prepare them is viewed by the writer of the thesis. Also the human factor and organization of the bid preparation is told at the end of the chapter. The fifth chapter is about the cost estimate. The cost groups are categorized as the cost estimate groups and are shown by tables and the information is given about the tables. Bu sektör içinde yer alan en büyük işveren devlet, gerekli altyapı ve üstyapı işleri için ihaleler yapmaktadır. Fakat devletin yaptırdığı işler genellikle geç bitmekte veya daha pahalı ve kalitesiz olmakta, bir projenin en önemli unsurları olan zaman, kalite ve maliyet üçgenini sağlayamamaktadır. Bu tablonun ortaya çıkmasında ihale sisteminin önemli bir etkisi vardır. İdareler ve yüklenicilerin ihale aşamasındaki hataları proje devam ederken çeşitli sorunların ortaya çıkmasına sebeptir. Projenin şartname ve proje çizimlerine uygun olarak gerçekleşmesinde ihale aşamasının önemi büyüktür. İhale türü, birim fıat sistemi, şartnameler, proje uygulama çizimleri projeyi kalite, süre ve maliyet yönünden etkileyen faktörlerdir. Günümüzde ihalelerin bazıları proje yönetimi anlayışında gerçekleştirilse de büyük çoğunluğu hala enformel ve siyasi ilişkilere göre yönlendirilmektedir. İnşaat yatınmlanmn toplam yatırımlar içindeki payının %50 ile % 75 arasında olmasına rağmen çağdaş bir ihale sistemi veya ihale kanunu hala yürürlüğe girmemiştir. Bunun için arayışlar devam etmekte devletin atılım yapamadığı bu alanda, özel sektör çeşitli çalışmalar yapmakta fakat en büyük yatırımcı devlet olduğu için bu çalışmalar fazla yaygınlaşmamaktadır. Kurulacak ihale sistemi işveren ve yüklenicileri mağdur etmeyecek şekilde düzenlenmeli, kaynakların en verimli şekilde kullanılarak, projenin hedeflenen zamanda ve kalitede bitirilmesi açısından sağlıklı bir temel oluşturmalıdır. Yapılan çalışma, bir arıtma tesisi ihalesini teklif veren yüklenici bir firmanın bakış açısı ile ortaya koymaktadır. İhalenin çeşitli aşamaları ve detayları teknik ve idari yönden açıklanmaktadır. Sonuç bölümünde ihale sistemi ile ilgili çeşitli öneriler sunulmuştur. Ülkemizde son yıllarda altyapı tesisleri yapımı hızla artmaktadır. Arıtma Tesisi inşaatı genelde ayrı bir disiplin veya bakış açısı gerektirmektedir. İnşaat koşulları daha zordur ve genelde diğer ihalelerde uygulanan birim fıat sistemi kullanılmamaktadır. Uluslarası ihalelerde de kullanılan bu sistemin, Bayındırlık ve İskan Bakanlığı Pozlarından ayrılan ve çakışan yönleri açıklanmaya çalışılmıştır. Bu uygulamaya örnek olarak tez yazarının da çalışmakta olduğu Alke İnşaat San. ve Tic. A.Ş.'nin teklif verdiği Paşaköy Arıtma Tesisi ve Tüneli İhalesi ele alınmıştır. Çalışma, İTÜ Yapı İşletmesi Yüksek Lisans dersleri ışığında yürütülmüş proje niteliğindedir.
