Bakım Yönetimi Ve Bakım Yönetim Sistemlerinin Türkiye’de Uygulanma Düzeyi

Abstract

Bu çalışmada bakım yönetimi yaklaşımları tarihsel perspektif içerisinde değerlendirilerek bu konudaki gelişmeler ve yeni teknikler anlatılmış, devamında da Bilgisayarlı Bakım Yönetim Sistemleri ve bu sistemlerin Türkiye’de uygulanma düzeyi incelenmiştir. Geçmişte bakım, “arızalandığı zaman onar” anlayışıyla üretimin basit bir yardımcı fonksiyonu olarak ele alınıp, ürüne değer katmadığı düşünülürken bugün firmaların bakım politikası kurumsal varlık yönetimi kavramı ile beraber değerlendirilmekte, sermaye yatırımlarının korunması olarak görülmekte, firmanın toplam değerinin arttırılmasında rekabetçi fırsatlar yaratabilecek geniş kapsamlı bir faaliyetler kümesi durumuna gelmiştir. Bu çığ gibi gelen değişimle birlikte bakımın modern teknikler ve özellikle enformasyon ve iletişim teknolojileri kullanılıp örgütsel yapıda ve sorumluluklarda değişip gelişen yepyeni bir bakış açısıyla yönetilmesi dönemine girilmiştir. İşte bu tez çalışmasında da Toplam Üretken Bakım, Güvenilirlik Merkezli Bakım gibi bakım yönetiminde modern yaklaşımlar anlatılarak bu konuda gelinen son noktada Bilgisayarlı Bakım Yönetim Sistemlerinin işletmenin bu amaçlarını gerçekleştirmede nasıl bir mükemmel araç olduğu anlatılmaya çalışılmıştır. Bilgisayarlı Bakım Yönetim Sistemleri’nin fonksiyonları ve yararları, yapıları, uygulanma metodolojisi incelenmiştir. Tez kapsamında yapılan ve son bölümde sonuçları sunulan anket çalışmasında amaç, Bilgisayarlı Bakım Yönetim Sistemleri’nin algılanışını ve nüfuz edişini araştırarak önce mevcut durumu saptamak, sonra da Türkiye’deki firmalara Bilgisayarlı Bakım Yönetim Sistemleri edinirken ve kullanırken doğru davranış biçimleri ve yeni fikirler sunmaktır.

This study initially examines the improvements and new techniques of the maintenance management approaches throughout the history, then investigates the Computerized Maintenance Management Systems (CMMS) and their implementation level in Turkey. In the past, the maintenance was taken as “fix when broken” and thought it had no value for the product. Today, the maintenance strategies of the organizations are utilized in the enterprise asset management concept and believed they have a strong power in keeping the capital investment and improving the total value of the company as it moves in a competitive edge. In the face of this avalanche of changes, maintenance needs to be managed by modern techniques and information technologies. Thus this study examines the most up to date techniques and approaches such as Total Productive Maintenance (TPM) and Reliability Centered Maintenance (RCM) and the structure, functions and benefits, implementation methodologies of the CMMS ,as well as the excellence of CMMS in applying maintenance strategy. The purpose of the survey conducted in this study is to determine the perception and current implementation level of the CMMS in Turkey and help the companies to have new ideas on choosing, implementing and improving CMMS.
