Baraj Planlaması, Ekonomik Analiz, Mali Analiz Ve Maliyet Taksimi

Abstract

İnsanların su ile mücadelesi bir başka ifadeyle sulardan faydalanma ve zararlarından korunma çabası insanlığın tarihi kadar eskidir. Medeniyetin gelişmesine paralel olarak sudan istifade şekilleri veya su kaynakları planlaması esasları da gelişmiş, ekonomik ve mali analizlerde farklı yöntemler ortaya çıkmış, sonuçta da bugünkü kompleks yapı oluşmuştur. Sulardan istifade imkanlarını bulabilmiş toplumlar, eski Mezopotamya ve Mısır’ da olduğu gibi devirlerinin en zengin ve ileri medeniyetlerini kurmuşlar, aksi taktirde yerleşme bölgelerini terk etmek zorunda kalmışlardır. Günümüzde göç imkanı kalmadığına göre, mevcut su kaynaklarının doğru bir şekilde değerlendirilmesi, bozulan kalitesinin yükseltilmesi kaçınılmaz olmuştur. Su kaynaklarının planlama ve geliştirilmesinde gayelerin tespitinin, toplumun değer yargılarına göre olması icap eder. O halde kaynakların planlama esasları da zamanla değişecektir. Nitekim evvelce sadece su kaynaklarının geliştirilmesine önem verilirken bugün, onun muhafazası ve çevre şartları kalitesinin korunması ilkeleri ağırlık kazanmaya başlamıştır. Bu çalışma yukarıda kısaca değinilen konular üzerinde dokuz ana bölümden meydana gelmektedir. Çalışmanın başında baraj planlaması ve baraj projesi konuları incelenmiştir. Daha sonraki bölümde ise barajlardaki faydalar ve hesaplanma yöntemleri ele alınmıştır. Beşinci ve altıncı bölümlerde ekonomik ve mali analiz konularına değinilmiştir. Yedinci bölümde maliyet taksimi konusu işlenmiştir. Ele alınan konular ile ilgili sayısal çözümler ve çözümlerin değerlendirmesi sekizinci bölümdeki uygulama bölümünde yer almaktadır. Son olarak da yapılan çalışmalar ışığında sonuçlar ve değerlendirmeler sunulmuştur.

The struggle of people with water, in other words the attempt to benefit from water resources and prevent its destruction is as old as the history of human being. Parallel to the development of civilization, the methods of profiting from water supply or the principles of water resources planning have also developed different techniques were constructed in economic and cost analysis, as a result, today the complex structure was taken from. Societies that obtained opportunities of using water resources, like the ancient Mesopotamia and Egypt, established the richest and advanced civilizations; otherwise they would leave the settled region. As today there is no possibility to migrate, the existing water resources in a proper way and its low quality has become an inevitable condition. The goal behind water resources planning and development should be in accordance with society’s values. Thus, the principles of resource planning will also change by time. As matter of fact, the main importance was formerly given to the water resource development; today its preservation and principles of environment protection quality have acquired greater significance. This study that is emphasized shortly in upper part of the page consists of nine chapters. At the beginning of this study, dam planning and the subjects of dam project were examined. At the subsequent chapter, the benefits of dams and the calculation techniques were emphasized. In the fifth and sixth chapters, economic end cost analyses were mentioned. In the seventh chapter, cost allocation was discussed. The numerical solutions related to the subjects and the solutions analyses were mentioned at the eighth chapter. At the end, in the light of these studies results and outcomes were presented.
