Yapım sürecindeki görev tanımlarının belirlenmesi ve firma organizasyonlarının değerlendirilmesi için yöntem önerisi ve uygulama örneği

Abstract

Gelişmekte olan ülkelerde olduğu gibi ülkemizde de inşaat sektörü lokomotif sektör konumundadır. İnşaat sektörünün gelişmesi ülke ekonomisinin kalkınmasında büyük paya sahiptir. Bu çalışmada inşaat projelerinin de bir temel süreç niteliğinde olduğu varsayılarak süreci meydana getiren görev tanımları belirlenmeye çalışılmıştır. Bu belirlemeden yola çıkılarak yapım sürecindeki görev tanımları listesi oluşturulmuş ve bu liste inşaat sektöründe faaliyet gösteren 11 farklı firmaya uygulanmıştır. Bu uygulama sonuçları değerlendirilerek belirlenen görev tanımlarının ağırlıkları ve buna bağlı olarak da firmaların organizasyonel yapıları değerlendirilmiştir. Bu değerlendirme yapılırken bir uygulama metodolojisi geliştirilmiştir. Bu değerlendirme sonucunda görev tanımlarının yerine getririlirken olması gereken optimum personel sayısı ortaya çıkarılmıştır. Bu personel sayısı ile firma değerlendirmeleri yapılmış ve buradan da ideal organizasyon yapısına ulaşılmıştır.

As in the other development countries, the construction industry is leading sector. construction industry has a big role in economic growth.In this study, construction projects is assumed as a main process. According to this assumption, first of all the lowest level of the construction process , terms of references / activities is found. After that, terms of references list is set and this list is applied to 11 different construction firms as an overall survey. As a result of this, the weighted avarage of this list is found. According to this, all of these firms’ organizational structures are evaluated. While doing this evaluating, a methodology is settled up. In the end, number of optimum personel for these terms of references and ideal organizational structure is set.
