Özet
Bu tezde, İstanbul’un hava ulaşımı konusundaki sorunları ele alınmış olup, öncelikle İstanbul Atatürk Havalimanı’nın sorunları incelenmiştir ve kapasite artırımının mümkün olup olamayacağı irdelenmiştir. Tez çalışmamda, Sabiha Gökçen Havalimanı’nın gelişimi, kapasitesinin arttırılması, gelecek yıllar için darboğazların neler olacağı ve terminal binasına ilişkin ihtiyaç değerlendirmesi yapılmıştır. Bu değerlendirmeler neticesinde İstanbul’a üçüncü bir uluslararası pistin gerekli olup olmadığı incelenmiştir. Çalışma 7 bölümden oluşmaktadır. Birinci bölümde, havaalanlarında kapasite kavramı hakkında bilgi verilmekte ve hava trafik sistemindeki kapasite açıklanmaktadır. Hava Trafik Sistemi, hava sahalarında ve havaalanlarındaki uçaklara kontrol hizmeti vermek amacıyla tesis edilmiş, elemanlar, hava sahası, teknik donanım, uçak ve insan gücü olan bir sistemdir. Bu bölümde bu sistemin kapasitesini kısıtlayan faktörler, ayrıca saatlik kapasiteyi etkileyen faktörler ve kapasite yönetimi anlatılmıştır. İkinci bölümde, havaalanı yerleşim düzeni hakkında bilgi verilmiştir. Pist düzenleme şekilleri, pist ile terminal alanı arasındaki ilişkiler, taksiyolları, apronlar hakkında bilgiler verilmiştir. Üçüncü bölümde, hava tarafı kapasitesi ve gecikme konusu incelenmiş, kapasite tanımları yapılmış, uçaklar arasındaki izleme süreleri ve yıllık hizmet hacmi hakkında bilgi verilmiştir. Dördüncü bölümde, İstanbul Atatürk Havalimanı hakkında genel bilgilerden ve son yıllara ait yolcu, uçak ve yük trafiklerinden bahsedilmiştir. Talep tahmini ve mevcut duruma ilişkin istatistiksel bilgiler de bu bölümdedir. Bu bölümde ayrıca 06/24 pistinin uzatılması ve 18/36’ya paralel pist de incelenmiştir. Beşinci bölümde, İstanbul Sabiha Gökçen Havalimanı hakkında genel bilgiler verildikten sonra yıllara ait yolcu, uçak ve yük trafikleri incelenmiştir. Talep tahmini ve mevcut duruma ilişkin istatistiksel bilgilerde bu bölümdedir. Pist kapasitesinin arttırılması için yapılan çalışmalar ele alınmıştır. Dış hatlar terminal binası projesi ile ilgili bilgiler de verilmiştir. Altıncı bölümde, İstanbul Havalimanlarının birlikte etkin kullanımı, üçüncü havaalanının gerekliliği üzerinde durulmuştur. Yedinci ve son bölümde, tezde varılan sonuçlar ve bunlara ait yorumlar sıralanmıştır.
This thesis consists of the discussion of Istanbul’s air traffic and transportation facilities along with its problems on the subject matter. Istanbul Ataturk International Airport is being the first experimental material and has its problems being laid out on the table along with its possibility of capacity expansion. In addition to that, I studied Sabiha Gokcen International Airport in sense of its capacity expansion, future liabilities, and an evaluation of the terminal’s needs and necessities. This study contains 7 different areas and chapters of examination. Firstly, the study provides information on the meaning of the term “Capacity” in the terminals and the air traffic systems. These systems are created by the existence of elements such as the traffic control staff and equipments, air fields, technical support units, airplanes, and human work force. In this first chapter, the restraining factors of capacity, capacity management, and the factors that affect the hourly capacity (capacity-per-hour). Secondly, information on the terminal settlements and location is given. Further information on aprons, departure/arrival airplane runway fields and their relations to the terminal, and taxiways is also illustrated in this chapter of the study. Thirdly, the definitions of “Delays” and “Capacities” are made in addition to addressing the issues of air traffic field capacity, the time-watch between the flight departure and arrivals, and annual service capacity. In the fourth chapter, general information on Istanbul Ataturk International Airport is presented underlining the numbers of passengers, airplanes, and cargo traffic. This chapter also provides information on the currents status of those numbers and the possible demand reports statistically. The lengthening of 06/24 departure/arrival airplane runway field is also viewed as well as the parallel field to 18/36. The fifth chapter studies and views general information on Sabiha Gokcen International Airport and holds a light to the numbers of passengers, airplanes, and cargo traffic. This chapter also provides information on the currents status of those numbers and the possible demand reports statistically. The efforts and active plans on the expansion of the terminal and the departure/arrival airplane runway fields are the additional subject matters in this chapter along with other of projects on International Flights Terminal Building. In the sixth chapter, it talks about the effective usage of the all the airports together in Istanbul, and the necessity for a third one. Last, but not least, the study enlists the evaluations and critiques on the conclusions reached.
