Konut Yapım Sektöründe Toplam Kalite Yönetimi: “kalite Fonksiyon Yayılımı” Metodolojisinin Sektöre Uyarlanması

Abstract

Bu çalışmanın amacı, Türk inşaat sektöründe son yıllarda tanınmaya ve uygulanmaya başlayan toplam kalite yönetiminin, uzun ömürlü olmak üzere tasarlanan yapım projelerinin “toplam yaşam döngüsü” çerçevesinde, bütüncül bir bakış açısıyla değerlendirilmesidir. Yapı üretiminin, tasarım ve yapım süreçlerinin birbirini takip ettiği ucu açık bir zincir yerine, kullanım sürecini de kapsayan ve iç içe geçmiş, etkileşim halindeki süreçlerden oluşan bir döngü olarak değerlendirildiği bu çalışmada, endüstri sektöründe yaygınlaşmaya başladığı halde inşaat sektöründe henüz pek tanınmayan bir planlama metodolojisi olan kalite fonksiyon yayılımının yapı üretim sürecine adaptasyonu irdelenmiş, Türkiye’de toplu konut sektöründe kullanılmasına ilişkin öneriler getirilmiştir. Toplam kalite yönetiminin yapı üretim sürecine uyarlanması ile ilgili gelişmelere katkıda bulunmak amaçlanmış, ileride yapılabilecek daha kapsamlı araştırmalar için ortaya atılabilecek hipotez önerilerine altyapı sağlanması hedeflenmiştir.

The purpose of this study is to analyze the Total Quality Management (TQM) which has started to be accepted and applied in Turkish construction sector in the last 10 years, from a whole point of view and within the framework of “life cycle approach” of construction projects which have been designed to be long-lasting. In the study, the building production is viewed as a cycle which is composed of interacting processes that include the operation phase, instead of an open-ended chain where design and construction processes follow each other. The adaptation of the Quality Function Deployment (QFD) to the building production process has been examined, the quality function deployment being a planning methodology which is not recognized in the construction sector despite being applied regularly in the industrial sector, and also suggestions have been provided with regard to the application of the same in the mass-housing sector in Turkey. It is aimed to contribute to developments pertaining to the adaptation of Total Quality Management to the building production process, and to provide a background for hypothesis that may be raised for more complex studies that may take place in the future.
