17 Ağustos Depreminin Ekonomik Boyutları İle Orta Hasarlı Binaların Onarım-güçlendirme Maliyet Analizleri Ve Uygulamaları

Abstract

Bu çalışmada 17 Ağustos depreminin ülke ekonomisine olan etkileri incelenmiş bu amaçla ekonomik göstergelerdeki değişimlerden yola çıkılarak depremin Türkiye ekonomisine olan maliyetinin yaklaşık 10 milyar dolar olduğu belirtilmiştir. Çalışmada devletin afet bölgesine yaptığı yardımların orta hasarlı binaların onarım-güçlendirilmesi işleri için ne kadar yeterli olduğu ve bu tür işleri yapan müşavir firmalar açısından karlılık düzeyi incelenmiştir. Bu amaçla ele alınan 14 adet onarım-güçlendirme projesinden hareketle bu projelerdeki ortalama imalat miktarları kullanılarak bayındırlık bakanlığının 2000 yılı için yayınlamış olduğu birim fiyatlar ile özel birim fiyatlar hesaplanmış ve bu birim fiyatlar kullanılarak her projenin maliyeti ayrı ayrı çıkarılarak devlet yardımlarıyla karşılaştırılmış ve müteahhit karları hesaplanmıştır. Hesaplamalar sonucunda depremden zarar görmüş yapıların maliyetlerinin bu yapıların teknik özelliklerine bağlı olmakla beraber ortalama değerler dikkate alındığında devlet kredilerinin bu yapıların onarım-güçlendirilmesi için yeterli olabildiği sonucuna varılmıştır.

In this study the economical effects of 17th August earthquake are observed, and the cost of the earthquake to Turkish economy is determined as 10 billion dollars using the variations of economical demonstrations. In the study the aids of Turkish government to disaster region for the repair of medium damaged structures and the level of profits for the contractors who are working in this area are observed as competent or not. 14 repair projects and the unit prices which published by the public ministry in the year of 2000 are used to reach this aim, average manufacture values are specified and the special unit prices are calculated . Every project is calculated using these special unit prices, and the costs of the structures are compared with the government credits, the profit of contractors in every projects are caculated. After the results of calculations, determined that the cost of damaged structures in earthquake is rely on the technical specifications of structures and if the average values of the government credits take care, the credits are competent for the repair of this structures.
