Brankovac Mahallesi'nde Sıhhîleştirme Çalışması

Abstract

Bu çalışmada, 1992-1995 Yugoslavya iç savaşında hasar gören Mostar kentindeki Brankovac Mahallesi incelenmiştir. Alan çalışmasıyla bölgede fiziksel ve sosyolojik tespitler yapılarak, sorunlar saptanmıştır. Bölgenin güneyindeki Bajatova Sokağı ve çevresi “Özel Planlama Alanı” olarak seçilmiş ve burada daha ayrıntılı bir çalışma yürütülmüştür. Yapılan tespitler doğrultusunda, bölgenin sıhhileştirilmesiyle ilgili öneriler geliştirilmiştir. “Özel Planlama Bölgesi”ndeki her yapı için müdahale biçimleri belirlenmiş ve finansal açıdan çeşitli çözüm tipleri oluşturulmuştur. Mostar’daki mevcut yasal ve örgütsel yapı incelenerek düzenlenmeye çalışılmıştır. Çalışma, “Mostar” özelinden yola çıkarak, savaş sonrası hasar görmüş tarihi bir kentte, merkeze yakın bir bölgenin yeniden yapılanmasına ve canlandırılmasına ilişkin bir örnek oluşturma niteliği taşımaktadır.

In this study the Brankovac Mahalla in Mostar is examined which is seriously destroyed in the civil war between 1992-1995. Physical and sociological analysis of the site are done to discover the existing problems. Bajatova Street and its surroundings are defined as “Special Planning Area”. The intervention type and the economic intervention are fixed for each building of the area. The present legal structure is examined. This work is a sample for rehabilitation and revitalization according to the preservation principles and demands of inhabitants of an historic area of a post-war city which includes residential, administrative, cultural and commercial functions
