Özet
Türkiye'de 1980'li yillarin basindan itibaren uygulanan yapisal uyum politikalari kapsaminda, ücretlerin talep yönü göz ardi edilmis ve ücretler sadece maliyet unsuru olarak degerlendirilmistir. Bu politikalarin basarisinda, ücretlerin baskilanmasi önemli bir araç olarak görülmekte, böylelikle maliyetlerin düsürülerek yatirimlarin ve istihdamin arttirilacagi savunulmaktadir. Neo-klasik teorinin beklentilerinin aksine, uygulanan ücret baskilamaya yönelik politikalar neticesinde istikrarli ve sürdürülebilir istihdam artisinin yaratilamamis olmasi bu çalismanin temel motivasyonunu olusturmaktadir. Bunun yaninda, özellikle kriz ve kriz sonrasi dönemlerde, çalisilan saatlerin istihdama göre daha esnek hareket etmesi, çalisilan saatlerin ekonomide yasanan dalgalanmalara karsi bir uyarlama araci olarak kullanildigi düsüncesine yol açmaktadir. Bu tez çalismasinin amaci, ücretleri toplam talebi belirleyen en önemli unsurlardan birisi olarak gören ve talep etkisini göz önüne alan post-Keynesyen teorik modeller çerçevesinde, talep ve maliyetin istihdam ve çalisilan saatler üzerindeki göreli etkilerini ampirik olarak incelemek ve uygulanan istikrar programlarini ve sonuçlarini bu kapsamda degerlendirmektir. Talep ve maliyetin göreli etkileri 1988-2002 dönemi için, Türkiye Özel Imalat Sanayi alt sektörlerinin çeyrek dönemlik istihdam, çalisilan saat, reel ücretler ve reel üretime iliskin panel verileri kullanilarak, iki farkli denklem sisteminde SUR (Seemingly Unrelated Regression) metodu ile test edilmistir. Çalismada ayrica, 1994 ve 2001 krizleri sonrasinda yasanan ücret baskilayici politikalarin sonuçlari ve bu sonuçlarin emek piyasasi degiskenlerine ve bu degiskenlerin arasindaki iliskilere etkileri tartisilmaktadir. Yapilan analiz neticesinde, talep ve maliyetin göreli etkilerinin alt sektörler bazinda farklilik gösterdigi ve her ikisinin de istihdam ve çalisilan saatler üzerinde etkili oldugu sonucuna ulasilmistir. Bununla beraber, çalisilan saatlerin ilgili degiskenlere, istihdama göre daha hizli ve daha güçlü tepki verdigi gözlenmektedir. Tüm bunlar çerçevesinde, talebin istihdam üzerindeki etkisini göz ardi eden politikalarin aksine, alternatif politikalar gelistirirken talep etkisinin de dikkate alinmasi gerektigi sonucuna ulasilmaktadir.
The demand side of wages has been ignored and wages have seen as only a cost item in the context of structural adjustment programs, which have been implemented since early 1980s in Turkey. Suppression of wages has been evaluated as an important tool in accomplishment of these policies, in order to increase investment and employment. The main motivation behind this thesis is that, policies based on wage cuts could not achieve stable and sustainable growth rates in employment in contrast to the expectations of the neo-classical theory. Furthermore, the fact that hours of work change more elastically compared with the level of employment, especially in crises and post-crises years, reflects the usage of hours of work as an adjustment item parallel with the fluctuations in the economy. The aim of this thesis is to investigate the relative impacts of demand and cost sides on employment and hours of work empirically, based on the theoretical models of post- Keynesian economics, where wages are seen as one of the most important determinant of aggregate demand, and evaluate the stabilization programs within this framework. The relative effects are tested within two equation systems by using quarterly panel data on employment, hours of work, real wages and real production, for sub-sectors of Turkish private manufacturing industry for the period between 1988 and 2002, using Seemingly Unrelated Regression (SUR) method. Additionally, the results of wage suppression policies, implemented after 1994 and 2001 financial crises, and the effects of these policies on labour market variables, and on the relation between these variables are discussed within this thesis. The results of the analyses show that, both demand and cost side effects are important in determining employment and hours of work, and magnitude of this relative effect differs among sub-sectors. In addition, it is found that, hours of work response to changes in demand and cost side effects faster and stronger, compared with employment. In conclusion, the results show that in contrast to policies, where the demand side effects on employment are neglected, the demand side effects should also be taken into account while developing policy alternatives.
