Fener Ve Balat Semtleri Rehabilitasyon Programı Etkileme Alanında Bir Sıhhileştirme Önerisi

Abstract

Bu çalışmada, Fatih İlçesine bağlı Fener semtinde yürütülen “Fener ve Balat Semtleri Rehabilitasyon Programı” etkileme alanı için bir sıhhileştirme önerisi geliştirilmiştir. Bu amaç doğrultusunda, Bizans Dönemi’nden başlayarak bölgenin tarihsel gelişimi incelenmiş, kent dokusu analiz edilerek genel karakteri belirlenmiştir. Kentsel Sit Alanı’nı oluşturan anıtsal yapılar ve konutlar incelenip, mimari elemanlar hakkında tipolojik çalışmalar yapılmıştır. Çalışmanın son safhasında Tevkii Cafer Mahallesi ve çevresinde seçilen bölge için bir sıhhileştirme projesi hazırlanmıştır. Proje hazırlanmadan önce, alanda görülen sosyal ve fiziksel değişimler ile yapılarda görülen bozulmalar ve kullanıcıların mevcut sorunları yapılan sosyal anketler ile tespit edilmiştir. Çevre ve yapı ölçeğinde oluşturulan koruma önerilerinde, yapıların sağlamlaştırılması, niteliksiz eklerin temizlenmesi ya da düzenlenmesi gibi tarihi değerli yapılara müdahalelerin yanı sıra çevreye aykırı yeni yapıların cephelerinin düzenlenmesi gibi uygulamalara yer verilerek uyumlu bir çevre yaratmak ve “Fener ve Balat Semtleri Rehabilitasyon Programı” ile bütünleşen bir koruma projesinin hazırlanması hedeflenmiştir.

In this study, a renovation scheme was proposed for the zone of influence of “Fener and Balat Districts Rehabilitation Programme” which is currently being implemented in the district. For this purpose, beginning from the Byzantine period, the historical development of the area was examined and by analyzing the urban fabric its general character was defined. The monumental buildings and houses that make up the urban conservation site were studied and typologies of architectural elements were derived. On the last phase of the study, a renovation scheme was prepared for the Tevkii Cafer district and its surroundings. The social and the physical changes and the deteriorations on buildings within the district together with the existing problems of the users were determined by means of social surveys. In the context of preservation proposals the need to improve the structural conditions of the traditional buildings and to clear the unsightly extensions and annexes were addressed. In addition to the preservation interventions, improvements to the external appearance of unfitting new buildings were also proposed with the scope of creating a well-adjusted environment that shall integrate with the “Fener and Balat Rehabilitation Programme”.
