Afet Yönetmeliğinin, İstanbul İli İçin Türkiye Afet Bilgi Sistemi Obje Kataloğuna Aktarılması

Abstract

Bu çalışmayla, 88/12777 sayılı “Afetlere İlişkin Acil Yardım Teşkilatı ve Planlama Esaslarına Dair Yönetmelik” ile İstanbul Valiliği İl Afet Yönetim Merkezinin (İstanbul AYM) yaptığı İl Afet Planları’nın incelenerek yönetmelik ile afet planlarının yapısının Türkiye Afet Bilgi Sistemi Obje Kataloguna (TABİS-OK) eklenmesi gerçekleştirilmiştir. Öncelikle toplumsal yaşamı kesintiye uğratarak veya durdurarak fiziksel, ekonomik ve sosyal kayba neden olan ve o topluluğun kendi olanaklarıyla üstesinden gelemeyeceği doğal ve insan kaynaklı olayların sonuçları olan afetler ve afet tipleri hakkında geniş bir bilgiye yer verilmiştir. Afetlerin neden olduğu can kaybı ve ekonomik kayıplar üzerinde durulmuştur. Ülkemizdeki afet yönetimi ile ilgili kurumlar, uygulanan mevzuatlar ve bu mevzuatların değerlendirilmesi yapılmıştır. Dünyadaki ve Türkiye’deki Acil Durum Yönetim Modelleri hakkında bilgiler verilmiştir. Türkiye’deki model ayrıntılı bir şekilde açıklanmıştır. Türkiye Afet Bilgi Sistemi İstanbul Uygulaması Projesi ile ilgili bilgiler verilmiştir. Amacı, kapsamı, yöntemi, projede yapılan çalışmalar ve TABİS projesinin içeriğinde bulunan veri modellerinin ayrıntılı açıklamasını içeren TABİS Obje Katalogu (TABİS-OK) anlatılmıştır.

In this study, 88/12777 numbered “Regulations for Emergency Aid Organization and Principals of Planning Related to Disaster” with plans for disaster management generated by Istanbul Governorship Center of Excellence for Disaster Management (Istanbul AYM) were examined and these structures of regulation and plan for disaster management were transferred to Istanbul Disaster Information System Object Catalog. Emergency crisis can cause an economic and a social loss with preventing normal way of social life. Community isn’t able to recover their losses without assistance. Result of natural and human–based sudden need events is called disaster. In this study, information about disasters and its different types were defined. Human and economic losses in disasters were emphasized. Establishments for Disaster management in Turkey, enforced regulations and evaluation of regulation are performed. Information about Emergency aid management methods in other countries and Turkey were given. Method in Turkey was explained in details. Information about project of Istanbul Disaster Information System was given. Purpose, scope, method of project, works performed during the project and Istanbul Disaster Information System Object Catalog consist of detailed data models were expressed.
