Bankacılık Sektöründe İş Etüdü Uygulaması

Abstract

Bu çalışma, iki ana bölümden oluşmaktadır, ilk bölümde metot ve zaman etüdü tekniklerine yer verilirken, ikinci bölümde iş etüdü tekniklerinin bankacılık sektöründe uygulanmasına yönelik olarak yapılan çalışma anlatılmıştır. iş etüdü; üretken birimlerin faaliyetlerinin sistematik bir yaklaşımla tanımlamak, geliştirmek, standartlaştırmak ve ölçmek için kullanılan, metot ve zaman etüdü gibi iki ana bölümden oluşur. iş etüdü tekniklerinin kullanılması sırasında, farklı amaçlara göre işletmenin tek bir çalışma yerinden işletmenin tümüne kadar değişik iş sistemleri incelenir. Metot etüdü teknikleri ile, görev, girdi, çıktı, iş akışı, insan, üretim ya da çalışma aracı ve çalışma koşullan olarak tanımlanan iş sisteminin öğeleriyle ilgili eksiklikler ve aksaklıklar saptanarak, inceleme sonucunda elde edilen sonuçlar değerlendirilir ve iş sistemleri yeniden düzenlenir, inceleme ve yeniden düzenleme yapılırken, çalışan kişinin iş yapabilme gücü ve ihtiyaçları da göz önünde bulundurulur. Zaman etüdü ile yeniden düzenlenen yöntemle ilgili zaman standartları bulunarak, planlama ve kontrol çalışmalarında veri olarak kullanılır. Tez kapsamında yapılan iş etüdü çalışmasında; şubelerin müşteri hizmetleri, krediler ve dış işlemler servisleri incelenerek, yapılan 218 adet iş belirlenmiştir, iş akımı şemaları yardımıyla kaydedilen işler için yapılan metot etüdü sonucunda; çalışma koşullarının iyileştirilmesine, ortadan kaldırılabilecek, basitleştirilebilecek veya otomasyona gidilebilecek işlere yönelik çeşitli önerilerde bulunulmuştur. Zaman etüdü bölümünde ise, ölçüm tekniği olarak seçilen kronometraj yönteminin hizmet sektöründe uygulanabilmesi için gerekli uyarlamalara ve uygulamaya yönelik varsayımlara yer verilmiştir. İş ölçümü ve standart zamanın hesaplanması ile ilgili örneklerin yer aldığı alt bölümlerde metot etüdü yardımıyla yapılan iyileştirme çalışmalarının sağladığı zaman tasarrufu da hesaplanmıştır. iş etüdü çalışmalarından yola çıkılarak hazırlanan, - çalışanların eğitiminde kullanılacak iş süreci, sistem el kitabı, - çalışanların görev ve sorumluluklarının, organizasyon içerisindeki yerlerinin belirlendiği görev tanımı gibi dokümanlara da tezin kapsamı içerisindedir. Personel planlaması, işlem maliyetlerinin belirlenmesi gibi iş etüdünün diğer kullanım alanlarına ise "Sonuçlar ve Öneriler" bölümünde değinilmiştir.

This study consists of two parts. In the first part, motion and time study techniques are given, in the second part the study for the application of work study techniques to banking sector are explained. Motion and time study are two main parts of work study, that are used for description, development standardization and measurement of productive units' activities in a systematical manner. While applying work study techniques different work systems are examined according to changing targets of an enterprise in a single work place or the whole enterprise. With the motion study techniques, by determining the deficiencies and disorganization in the elements of work system which is defined as task, input, output, workflow, human resource, production or tools of work or work conditions, the results of the examination are evaluated and work systems are rearranged. The work capacity and needs of a worker and are considered when the examination and reorganization is performed. The time standards are calculated according to the reorganized method by time study and used as a data for planning and control studies. In the scope of this thesis for work study, 218 pieces work is determined by examining customer services, credits and international transactions of the branches. As a result of the motion study for the tasks that are recorded with the help of work flow diagrams, various suggestions for improvement of work conditions, the tasks that can be removed simplified or automated are made. In the time study part, the necessary applications and adaptations are explained for the applicability of stopwatch time study as a measurement technique in the service sector. In the other parts where the examples for the work measurement and standard time calculations are taking part, the time possessions that the improvement studies with the help of motion study techniques are calculated. The documents, which are set by the work studies, like: - The work flow document, system handbook for the training of personnel - The job descriptions in which the tasks and responsibilities and the place in the organization are determined are in the scope of this thesis.
