İşgal Altındaki İstanbul Da Kentsel Ve Mimari Ortam

Abstract

Bu çalışmada mütareke ve işgal yıllarında İstanbul’un geçirdiği işlevsel dönüşüm incelenmiştir. Savaş sonrasında bir imparatorluğun başkenti olan şehrin ekonomik durumu bozulmuştur. Ülkenin içinden ve Bolşevik devrimi’nin etkisiyle Rusya’dan çok sayıda mülteci gelmiştir. Mültecilerin, savaş yetimlerinin ve şehrin sıkça karşı karşıya kaldığı yangın felaketlerinde açıkta kalan yangınzedelerin barınma sorununu, sağlık ve eğitim gibi ihtiyaçların giderileceği yerler birçok geçici –ve bazen kalıcı- mekânın kurulmasını gerektirmiştir. İşgal kuvvetlerinin bu coğrafyadaki teşkilâtlanmaları da çeşitli işlev tipleri getirmiştir. Son olarak işgal kuvvetlerinin ve yanlarında getirdikleri sivillerin geldikleri yerlerdeki gündelik hayat kurgusuna yönelik işlevleri İstanbul’un süregelen gündelik hayat kurgusu üzerinde şehirde bir işlevsel dönüşüme neden olarak uyguladıkları görülmüştür. Dönem sonraki dönemlerde süreklilik gösteren mimari bir üslup veya belirgin bir biçimsel farklılık bırakmamıştır. Ancak şehirde yaşanan işlevsel dönüşümün ilerleyen dönemleri günümüze kadar etkilediği görülmüştür. Bunun nedeni de bu işlevsel dönüşümü, işgalin toplumun sosyal yapısı üzerinde yaptığı dönüşümün tetiklemiş olmasıdır.

In this study, the functional changes İstanbul has encountered during the armistice had been examined. The city as the capital of an empire is in bad financial condition after the I. World War. A lot of refugees came both from inside the Empire and from Russia after the Bolshevik revolution. A lot of shelters, hospitals, orphanages and other spaces of relief were needed for the high number of refugees, war orphans and for the sufferers of fires that cause disastrous effects on the city very often. The highly developed administrative organizational structure of the allied forces brought new function types. Most striking examples proving that the allied troops and the civilians they brought along were not temporary as declared were found in the changes in the city’s general life style. The presence of the consumably new users of the city was strongly felt through the functional change the city has been encountering. When İstanbul was released of the occupation, this period haven’t left any formal traces in architectural sense, with continuity. However new functions introduced to the city have shown continuity after the occupation, and the traces are even felt today. The reason for the continuity of the functions is that the stimulator of the changes in function lies in the changes of the social structure of the community.
