Türkiye’de Yapılan İnşaat Projelerinde Yapım Aşamasında Maliyet Ve Süre Aşımına Neden Olan Faktörlerin İncelenmesi

Abstract

İnşaat sektörü; tüm dünyada olduğu gibi Türkiye’de de, ülke ekonomisinde ve halkın istihdamında büyük pay sahibi olup, sektör büyümeye devam etmektedir. İnşaat sektörünün organizasyonel yapısı, diğer sektörlerle ilişkisi, yapım aşaması ve süreçteki girdileri düşünüldüğünde oldukça karmaşık bir yapısı olduğu açıktır. Bu karmaşık yapıyı çözümlemek ve kurgulamak için bir maliyet ve süre planlaması yapılması gerektiği açıktır. Bir inşaat projesinin başarısı, projenin belirlenen maliyet, süre ve kalite sınırları içerisinde kalınarak tamamlanmasıyla sağlanır. İnşaat sektöründe en sık yaşanan en önemli problemlerden biri ise, maliyet ve süre aşımıdır. Gelişmekte olan ülkelerin çoğunluğunda olduğu gibi, Türkiye’de de bu probleme sıklıkla rastlanmaktadır. Sektörün ülke için önemi düşünüldüğünde, sektördeki problemleri tespit etmek ve önlenmesine yönelik çözümler aramak oldukça kritik bir hale gelmektedir. Bu problemin önüne geçebilmek veya en aza indirgeyebilmek için problemin nedenlerinin belirlenmesi şarttır. Maliyet aşımı, işveren firma ile işi yapmayı taahhüt eden firma (yüklenici) arasında sözleşme ile anlaşılmış, işin yapılma maliyetinin üzerine çıkılmasıdır. Süre aşımı ise, gerçekleşen proje tamamlanma tarihinin, işveren firma ile işi yapmayı taahhüt eden firma arasında sözleşme ile anlaşılmış olan proje teslim tarihini geçmesi durumudur. Bir inşaat projesinde rol alan temel katılımcılar işveren, proje yönetimi ve yüklenicidir. Söz konusu rol alanlar, süreç esnasındaki konumları ve birbirleri ile ilişkileri sebebiyle, tezin de konusu olan maliyet ve süre aşımına neden olan faktörleri, farklı açılardan algılama ve gözlemleme durumundadır. Bu durumda; bir inşaat projesinde yapım aşamasında, maliyet ve süre aşımına neden olan faktörler ve bu faktörlerin sorumluları, işveren, proje yönetimi ve yükleniciye göre farklılık göstermektedir. Hatta söz konusu katılımcılar, bazı durumlarda maliyet ve süre aşımına neden olan faktörlerin sorumlusunun birbirleri olduğunu düşünmektedir. Sonuçta, süreçte rol alan katılımcıların, maliyet ve süre aşımına neden olan faktörleri ve faktörlerin sorumlularını farklı algılaması ve problemin sorumlusu olarak birbirlerini görmeleri; maliyet ve süre aşımı sorununun çözülmesine ve önüne geçilmesine engeldir. Yurtiçi ve yurtdışında yapılan çalışmalar incelendiğinde, maliyet ve süre aşımına neden olan pek çok faktöre rastlanmaktadır. Maliyet ve süre aşımına; yapım aşamasında bütçe, tedarik süreci, işgücü gibi konularda planlamanın hatalı yapılması, işi yapan firmaların yeterli ve kalifiye olmaması, faizler ve döviz kurunda dalgalanmalar, eksik ve kusurlu yapılan imalatlar, proje dokümanlarında hata ve eksiklikler, tasarımda hata, eksiklik ve gecikmeler, Malzeme/işgücü/ekipman tedarikinde zorluk ve proje katılımcıları arası iletişimsizlik gibi pek çok faktör neden olabilmektedir. Çalışma kapsamında, maliyet ve süre aşımına neden olan faktörlerin belirlenmesi için, inşaat sektöründe aktif olarak çalışan uzmanları üzerinde ve yalnızca yapım aşaması sürecini irdeleyen bir alan araştırması gerçekleştirilmiştir. Daha önce yapılmış çalışmalardan toplamda 8 ana başlık altında gruplanmış 37 tane maliyet ve süre aşımına neden olan faktör derlenmiştir. Belirlenen bu faktörler kullanılarak yapılan alan araştırması; işveren, proje yönetimi ve yüklenicinin bakış açısına göre maliyet ve süre aşımına neden olan faktörleri belirlemeyi amaçlamaktadır. Araştırma kapsamında işveren, proje yönetimi ve yüklenici firmalarla görüşülmüştür. Faktörlerin etki ve sıklığı değerlendirilerek, bu verilerden alınan katsayılarla önem katsayısına ulaşılmıştır. Alan araştırması, belirtildiği gibi işveren, proje yönetimi ve yüklenici bakış açısı ayrımı ile değerlendirilmiş ve çıkan sonuçlara buna göre yorumlanmıştır. Çıkan sonuçlara göre çözüm önerileri getirilmiştir.

The construction industry, having major importance for both the economical level of the country and the employment level of the community in all over the world and in Turkey as well, is countinuously growing. Considering its organizational structure, relations with the other industries, execution phase and inputs during the processes, the construction industry has a very complicated structure. It is obvious that, cost and time planning is required in order to analyse this complicated structure. The success of a construction project can only be achieved if the project is completed within the targeted cost, time and quality limits. One of the most common problems encountered in the construction industry is cost and time overrun. As in most of the developing countries, this problem is encountered very often in Turkey. Considering the importance of the industry for the country, it is very critical to define the problems in the industry and searching solutions in order to prevent them. The causes of the cost and time overrun problem should be determined, in order to minimize or prevent them. Cost overrun is exceeding the budget for a specific work agreed in the contract signed between the client and the contractor. Time overrun is when the actual project completion date exceeds the scheduled project completion date agreed in the contract signed between the client and the contractor. The main participants in a construction project is client, project management and contractor. These parties perceive the factors causing cost and time overruns, which is also the subject of the thesis, in different ways because of their positions during the processes and their relations with each other. So, the factors causing cost and time overruns in the execution phase of a construction project and the responsibles of these factors differ from the perspectives of client, project management and contractor. Even sometimes these participants may see eachother as the responsible of these factors. In conlusion, the facts that the project participants perceive the factors causing cost and time overruns in dfferent ways and they eachother as the responsible of these factors are major obstacles in solving and preventing cost and time overrun problems. Examining the projects in Turkey and projects abroad, a lot of factors causing cost and time overrun can be observed. The cost and time overruns can be caused by many factors such as the inaccurate planning of budget, procurement process, labor, etc. during construction, unqualified and insufficient firms executing the works, interest and exchange rate fluctuations, incomplete and defective installations, omissions and errors in project documents, design errors, omissions and delays, difficulties in material / labor / equipment supply, the miscommunication between project participants, etc. In this study, a field research, covering specifically the construction process, has been performed on the experts actively working in the construction industry in order to determine the factors causing cost and time overruns. Thirty seven factors grouped under eight main titles, causing cost and time overruns, have been compiled from the previous studies and a field study has been conducted accordingly. The field research has aimed to determine the factors from the perspectives of client, project management and contractor respectively. In the scope of the research, client, project management and contractor companies have been interviewed. Evaluating the influence and frequency of these factors and the indexes reached from the data, the importance index has been achieved. The field study has been evaluated from the perspectives of client, project management and contractor respectively and the results have been interpreted accordingly. Based on the achieved results, proposed solutions have been introduced. Following the survey conducted with the participation of 47 experts, the impacts and frequencies of the factors on client, project management and contractor have been determined. Using using the obtained freqency and impact indexes, the relative importance indexes for all three project participants have been determined. According to the results, the top five factors, which have the highest relative importance indexes, differs for the client, project management and contractor. There is not even one common factor in the top five factors of the three parties. It is obvious from the results that in the construction projects the client, project management and contractor have different understandings of the factors causing cost and time overruns. In order to prevent this situation, the comminication between the client, project management and contractor should be increased. In addition, the roles and responsibilities of all participants in the project should be clearly identified and the participants should act accordingly. If the roles and responsibilities of all participants are clearly identified at the beginning of the project, even if the cost and time overrun problems occur, there will be no diverse opinions and the solution process will be quicker. Also, especially the client and the project management should be able to act objectively about the factorscausing cost and time overruns and they should be aware of their responsibilities. In general, cost and time overrun causing factors, having the highest relative importance indexes have been determined as follows; “lack of planning during construction”, “errors / omissions in the Bill of Quantities”, “non-qualified / not experienced contractor”, “changes in design” and “errors / omissions in design or details”. The planning of the conctruction phase is purely under contractor’s responsibility and is about the careful coordination of the material, equipment and labor resources. In order to achieve an accurate planning, a detailed work schedule and careful analysis of the project are required. The quantities and the schedule of the inputs in the project should be accurately coordinated and conducted in line with the works on site. The orders for the equipment and material should be set at the scheduled times and the works should be coordinated with the efficient number of labor having required qualifications. The preperation of the project documentation is of major importance in all projects. The required attention should be given while preparing the bill of quantities lists. The required actions should be taken immediately for the unclear subjects. A contractor with lack of experience is one of the major importance factors, which will cause budget and time overruns in a project. And the fact that this factor is embraced very often is very challenging for the contruction projects. The contractor companies should take their experineces and know-hows into consideration, while proposing and entering new projects. At the same time, the clients should investigte the business capacity of the contractors by looking their referances, proposed project teams, track records, etc. Commencement of a construction projects with lack of design projects or delayed design projects effecting the works on site are very common problems encountered in the contruction sector. Having uncomplete design projects will cause permenant delays in the construction phase and demolition and re-installation works on site. In order to prevent this situation, the construction phase should not be commenced before desgin projects are completed up to a required level. Both client and contractor should act accordingly. It has been clearly explained the major importance of construction industry for both the economical level of the country and the employment level of the community. The cost and time overrus are major problems of construction industry and should be prevented. In the content of this study, it has been aimed to determine the causes of the problems and it has been emphasized that the diversity of opinions of the client, project management and contractor is the biggest obstacle against the solution. In the future, it has been expected that these problems will be prevented by determining the causes of cost and time overruns and it is strictly required that the diversity of opinions of the client, project management and contractor should be minimized.
