Yüklenici inşaat firmalarında inşaat proje yönetim sistemi uygulama yeterliliğini belirleme modeli ve bir uygulama örneği

Abstract

İnşaat proje yönetimi, inşaat projelerinin öngörülen sürede, maliyet sınırı dahilinde ve istenilen kalite şartlarını taşır nitelikte gerçekleştirilebilmesi için, projede rol alan tarafların ve yürütülen faaliyetlerin sistematik biçimde yönetimini öngören bir sistemler bütünüdür. İnşaat proje yönetiminin esaslarını tanımlayan bir uygulama standardı, 1993 yılında ABD İnşaat Yöneticileri Birliği (CMAA) tarafından hazırlanmış olan “Standart Construction Management Services and Practice”dir. Bu çalışmada, inşaat proje yönetim uygulama standardının yüklenici inşaat firmalarında uygulama yeterliliğini belirlemeye yönelik olarak bir model geliştirilmiş ve bu model bir inşaat firmasında uygulanarak örneklenmiştir. Geliştirilen ölçme modelinde, yüklenici firmaların, inşaat proje yönetim sisteminin uygulama gereklerini ne derece yerine getirdikleri belirlenerek, mevcut durumlarının ortaya konması ve eksik oldukları alanların belirlenmesi amaçlanmaktadır. Bu değerlendirme sonuçlarına göre yüklenici firmalar, inşaat proje yönetim sistemini daha etkin biçimde uygulayabilmek için faaliyetlerini düzenleme yoluna nereden başlamaları gerektiğini belirleyebileceklerdir.

Construction Management System has emerged to organize the parties and works to complete construction projects on predefined time, financial and quality targets. A practice standard to define the terms of construction project management is the “Standart Construction Management Services and Practice” prepared by Construction Management Association of America (CMAA) in 1993. In this study, a model has been developed to determine the application adequacy of construction project management system in construction firms and a sample application of this model has been carried out. The current situation and lacking fields of function of contractor firms will be determined with the model to determine the application adequacy of construction project management system in construction firms. According to the results of the application of model, contractor firms will be able to determine the place to start on the road to develop themselves to achieve the point defined in the practice standard.
