Kurumsallaşma Üzerine Bir Karar Destek Sistemi Oluşturulması Ve Türk İnşaat Sektöründe Örnek Uygulama (kural Tabanlı Kds Modeli)

Abstract

Bu tez çalışmasında, genel kanı olarak, kurumsallaşma konusunda yetersiz sayılan aile şirketlerinin bu konuda yapmaları gerekenler için yol gösterici olacak bir karar destek sistemi yapısının oluşturulması amaçlanmıştır. Çalışmanın birinci bölümünde giriş adı altında tez hakkında genel bilgiler sunulmuştur. Tezin ikinci bölümünde aile şirketleri konusu ele alınmıştır. Bu bölümde aile şirketlerinin karakteristikleri, yönetim yapıları ve liderlik konuları sırasıyla değerlendirilmiştir. Üçüncü bölümde ise inşaat sektörünün özellikleri açıklanmıştır. Çalışmanın dördüncü ve beşinci bölümlerinde kurumsallaşma ve stratejik yönetimin önemi ve uygulanması üzerinde durulmuştur. Altıncı bölümde karar destek sistemlerinin kavram ve tanımları, geliştirme süreci ve evreleri, türleri ve uygulama alanları belirtilmiştir. Çalışma için kullanılan kural tabanlı karar destek sistemlerinin yapısı ve işleyişine ait bilgiler yine bu bölüm içerisinde anlatılmıştır. Yedinci bölümde Türk inşaat sektöründe faaliyet gösteren bir aile şirketi ile birlikte kurumsallaşma konusunda tasarlanan kural tabanlı karar destek sisteminin alt yapısının oluşturulması ve uygulamasına yer verilmiştir. Tezin amacı doğrultusunda kural tabanlı bir karar destek sisteminin algoritmasını kullanan bir KDS modeli tasarlanmış ve uygulaması anlatılmıştır. Uygulama aşamasında şirketin mevcut durumunun belirlenmesi için kurumsallaşma envanteri uygulaması yapılmıştır. Ayrıca şirketin faaliyet gösterdiği Türk inşaat sektörünün bugünkü şartları incelenerek SWOT analizi yapılmıştır. Konu ile ilgili olarak yapılan araştırmalar neticesinde genel kurallar referansları belirtilerek çıkarılmıştır. Bu kurallar şirket yöneticileri ile delphi tekniği kullanılarak ayrıştırılmıştır. Bu bilgilerin ışığında şirket yetkililerine karar destek sisteminin altyapısını oluşturan sorular sorulmuştur. Alınan cevaplara göre şirketin izlemesi gereken faaliyetler, sistemin kararları ile birlikte yetkililere sunulmuştur. Şirket sistemin önerilerini benimsemiş, yapılacak faaliyetler bir sıraya konulmuştur. Kurumsallaşmanın aile şirketleri açısından uzun bir süreç olduğu göz önüne alındığında, sonuçların bir bölümü zamanla ortaya çıkacaktır.

In this thesis study, it is aimed to establish a frame of a decision support system that would be guide for those which the family businesses that are accepted inadequate regarding institutionalization in general view must do. The general information is provided about thesis in the first part of this study, called introduction. In the second section of the thesis, the issue of family businesses is discussed. The characteristics, management structures and leadership of the family businesses are assessed respectively in this section. The characteristics of the construction sector are described in the third section. Institutionalization and the importance and implementation of the strategic management are emphasized in the fourth and fifth sections of this study. In the section six, the concept and the definitions of decision support systems are described. Also the development process, types and implementation areas of the system are explained in the same section. The structure and operation of the rule-based DSS model, which is used fort his study, are described. A family business, which carries out the activity in the Turkish construction sector, and the frame of a rule-based decision support system, which designed for institutionalization, are discussed in the seventh section. For the purpose of this thesis it was designed a frame of a desicion support system, which is using a algorithm of rule-based DSS. The institutionalization inventory is applied in order to determine the current situation of the company at the implementation stage. In addition, the current circumstances of the Turkish construction sector, which the company carries out the activity in, are examined and the SWOT analysis is carried out. After the research about the related topic the rules are written with their references. These rules are extracted by using delphi technique with the managers of the company. Under the light of these information, the questions that form the infrastructure of decision support system are directed to the company’s authorized persons. Based on the obtained answers, the activities that the company should carry out are presented to the authorized persons as well as with the system decisions. The company adopts the system’s recommendations, and the activities to be carried out are put in an order. When considering that institutionalization is a long process regarding the family businesses, some of the results will occur over time.
