Dar Gelirlilere Konut Elde Edilmesinde Finansman Modellerinin Değerlendirilmesi Ve Yeni Bir Model Önerisi

Abstract

Bu çalışmada, dar gelirlilere konut elde edilmesi için konut üretim ve finansman modellerinin değerlendirilmesini ve yeni bir konut üretim modeli önerisini kapsamaktadır. Konut gereksinimini etkileyen faktörler; nüfus artışı, kentleşme, sosyal değişim, gelir düzeyi ve yenileme kavramları açıklanmıştır. Bu sorunun ortaya çıkmasına sebep olan kavramlar ortaya konulmuştur. Konut üretimi yapan kurumlar; kooperatifler, özel şirketler, bankaların uygulamaları açıklanmıştır. Toplu Konut İdaresinin yaptığı konutlara kaynak aktarılması ve bu konutların finansmanı değerlendirilmiştir. Önerilen konut üretim modeli; kira yoluyla mülk edinme sistemidir ve bunun için düzenli bir finansman akışını sağlayacak şekilde gerekli fonlardan toplanan kredilerin düşük gelirli hane halklarının konut sahibi olmasına aktarılması amaçlanmıştır.In this study the production and financial models for the solutions of the low income family’s housing problem the production and financial models. The concepts of housing and collective housing are defined. In addition, the factors which are affective for the necessity of housing as; increase in population, urbanization, and socio-differentiation level of income and revision of old building are mentioned. the description of the production and financial models for the housing of low income families, the properties of the system, essential legal arrangements the expectations from collective housing institute government and urban municipality are examined in this section. The suggested housing production model, owns houses by renting. For this model the bans taken from the sources are transferred to the low income families. This causes to from a regular financial system.
