Endüstri İçi Ticarette Stratejik Teknoloji Transferi Politikaları

Abstract

Firmaların piyasalarda rekabet edebilmesi için uygun maliyetlerle üretim yapması gerekir. Üretim maliyetleri yüksek olan firma rekabet gücünü arttırmak için daha düşük maliyetli daha etkin teknolojiyi elde etmeye çalışır. Daha etkin teknoloji elde etmenin en yaygın yollarından biri teknolojiyi transfer etmektir. Bu çalışma, iki ülke-iki firmalı bir modelde teknoloji transferini konu almaktadır. Bu çalışmanın amacı, teknoloji transferinin gerçekleştiği ve gerçekleşmediği durumlarda firmaların üretim politikaları ile hükümetlerin uygulayacakları değişik teşvik politikalarını incelemektir. Özel olarak, ülke hükümetlerinin firmalarına verecekleri teşvikleri belirlerken işbirliği yapmadığı durum ve işbirliği halinde teşvik politikası oluşturdukları durumlar incelenmiştir. Teknoloji transferi ise sabit ve üretim miktarına bağlı teknoloji transfer ücreti olduğu durumlar için incelenmiştir. Çalışmamızda, diğer birçok bulgu ile birlikte sabit teknoloji transfer ücreti olması halinde teknolojisini transfer edecek firmanın aldığı teşvik miktarının artmasının teknoloji transferi yapılmasını zorlaştırdığı, teknoloji transfer edecek firmanın aldığı teşvik miktarının artmasının ise teknoloji transferini kolaylaştırdığı belirlenmiştir. Ülke hükümetlerinin işbirliği halinde tek bir teşvik miktarı belirlediği durumlarda; üretim miktarına bağlı teknoloji transferi ücreti olduğunda hükümetlerin belirleyeceği teşvik miktarı sabit teknoloji transferi ücreti olduğu durumda belirleyecekleri teşvik miktarından daha büyük olmakta, teknoloji transferi olmadığında belirlenen teşvik miktarı ise diğer politikalarla belirlenen teşvik miktarlarından daha az olmaktadır.

To compete in the market companies should have low production costs. A high cost firm wants to acquire low cost, more efficient technology with the aim of raising its competitive advantage. One of the most common ways of acquiring more efficient technology is technology transfer. This study is about technology transfer in a two country-two firm model. The aim of this study is to analyze production policies of the firms and the subsidy policies of the governments where technology transfer occurs or not. Particularly, noncooperative and cooperative (uniform) subsidy policies of the governments are investigated. Technology transfer is investigated under the cases of technology transfer fee and royalty rate. Besides many other findings, in this study we found that under the technology transfer fee case an increase in the subsidy of low cost firm makes technology transfer diffucult and an increase in the subsidy of high cost firm facilitates technology transfer. If the governments apply cooperative (uniform) subsidy policy, subsidy quantities under the royalty rate case are larger than the subsidy quantities under the technology fee case, and also in the case of no technology transfer optimal subsidy quantities are lower than the quantities determined under the other subsidy policies.
