Otomotiv Sektöründe Proje Yönetimi Ve Proje İşgücü Planlaması

Abstract

Firmalar açısından yenilik ve gelişme vazgeçilmez iki kavram olarak karşımıza çıkmaktadır ancak bu süreçte maliyetlerini ölçmek ve kontrol altında tutmak büyük önem taşımaktadır. 2009 yılında baş gösteren global ekonomik kriz de maliyet azaltıcı önlemlerin ne kadar hayati olduğunu açıkça ortaya koymuştur. Bu çalışmada, küreselleşen dünya ve artan rekabet koşullarında yeni ürün geliştirme veya ürün yenileme, iyileştirme kapsamında yürütülen proje yönetimi çalışmaları ele alınmış ve proje işgücü planlamasının önemi vurgulanmıştır. Proje işgücü planlaması hakkında teorik bilgilerin yanında, Türkiye’nin önde gelen otomotiv firmalarından birinde gerçekleştirilen, proje işgücü planlaması ve standardizasyonu uygulaması hakkında bilgi verilmiştir. Özellikle otomotiv sektörü gibi, sürekli yenilik gerektiren ve projelerin yoğun olarak yürütülmesi gereken sektörlerde, proje işgücü gereksiniminin proje yoğunluğuna yani dönemlere göre dalgalanması sebebiyle bu durum firmalar açısından problem teşkil etmektedir. Çalışmada öncelikle mevcut durum analizi yapılarak ulaşılmak istenen seviyeyle aradaki farklılıklar tespit edilmiş ve bir aksiyon planı çerçevesinde model kurulmuştur. İlk olarak projeyle ilişkili bütün bölümlerin temel işgücü standartları belirlenmiş ve aynı zamanda parametreler de belirlenerek farklı projelere ilişkin parametrik değerlendirmeler ve öngörüler yapılabilen bir sistem kurulmuştur. Kurulan işgücü optimizasyon modeli sayesinde ise standartlara ve parametrik kriterlere göre hesaplanan proje işgücü gereksiniminin belirli kısıt ve kriterler altında minimum maliyette ne şekilde karşılanabileceği gösterilmiştir. Bu çalışmayla ortaya konulan uygulama ve yöntem sayesinde firmalar açısından bu süreci yönetmek daha kolay ve efektif hale gelmektedir. Uygulama otomotiv sektöründe yaplmış olmasına rağmen, proje iş gücü gereksinimi benzer yapıda olan farklı sektörlerde de uygulanabilir bir çalışmadır.

It is obvious that innovation and development are indispensable for the companies but at the same time, measuring and controlling costs are also very important. 2009 global economic crisis also showed that measuring costs and making cost reduction activities is very vital. In this study, due to glabalization and increasing competitive environment, new product development or product innovation, enhancement related project management subject is mentioned and the importance of project manpower planning is emphasized. Besides theoretical informations about project manpower planning, a practical application example which was performed at one of the prominent automotive companies located at Turkey is explained. Especially for some industries such as automotive industry which requires never ending improvement and continuous project management, fluctuation of project manpower requirement is causing some problems for the companies. In this study, firstly by making current situation analysis, the gap between current situation and target is determined and after that an action plan is set up. For all project related parties, not only standart project manpower requirement is determined, but also parametric structure is set to enable different project evaluation. With the project manpower optimization model, manpower requirement which was calcuated according to standarts and parameteres is fulfilled by assuring minimum cost under some special criterias and constraints. The application methodology which is performed in this study enables these companies to manage this process in more effective and easy way. Althoug, this study is performed for automotive industry, it is applicable for some similar structured industries as well.
