Özet
Dünyanın en gelişmiş ülkelerine bakıldığında, bu ülkelerin aynı zamanda enerji tüketimi bakımından da dünyada başı çektiği görülmektedir. Yani kişi başına düşen  tüketilen enerji miktarı günümüzde küresel düzlemde bir gelişmişlik göstergesi olarak karşımıza çıkmaktadır. Sadece sanayi ve üretimin ana girdisi olması değil; aynı zamanda ulaştırma ve ticaretin de ana girdisi olması hasebiyle enerji, gelişmiş ve gelişmekte olan ülkelerin öncelikli sorunlarından ve öncelikli mücadele alanlarındandır.  Dolayısıyla modern dünyada enerji, hem özel sektörün varlığını sürdürebilmesi ve gelişebilmesinin hem de devletlerin uluslararası arenada güçlü bir biçimde var olabilmesinin temel dayanağıdır. Enerji hatları konusunda ülkelerin kurduğu dostluklar ve yaptıkları anlaşmalar bir yana; var olan enerji kaynaklarının da en verimli şekilde kullanılmaya çalışıldığı gözlenmektedir. Ülkemiz, hidroelektrik potansiyelinin henüz yarısını devreye sokabilmiştir. Bu nedenle enerji noktasındaki gelişme planlarında hidroelektrik her daim ilk sıralarda bulunmaktadır. Tez çalışması boyunca dünyada ve Türkiye’de enerjinin durumu analiz edilmeye çalışılmış, artan nüfus ve sanayi üretimi nedeniyle hem dünyada hem ülkemizde tüketilen kişi başı enerji miktarları; tüketilen enerjinin kaynaklara göre oransal dağılımı ve gelecek projeksiyonları üzerinde durulmuştur. Dünyanın ve Türkiye’nin toplam ve ekonomik olarak üretilebilir hidroelektrik potansiyelleri incelenmiş ve bu potansiyellerin ne kadarının hayata geçirilebildiği ile yakın dönemde ne kadarının değerlendirilebileceği konularına dikkat çekilmiştir. Ülkemiz akarsuların debi değerlerinin uzun dönemli ölçümü konusunda maalesef gelişmiş ülkelere nazaran çok gerilerde kalmıştır. Lakin en azından son dönemde bu hususta artan hassasiyet ve ekonomik olarak üretilebilir hidroelektrik kaynağımızın değerlendirilmesi noktasında ortaya konan seferberlik; elimizde bulunan mevcut ölçümler yardımıyla kaynaklarımızın geliştirilmesini elzem kılıyor. Bu maksatla tez çalışması boyunca, elde edilen debi süreklilik eğrilerinin hidroelektrik santral tasarımına yardımcı olabileceği farklı bir metot üzerinde durulmuştur. Tez çalışmasında, Çoruh Havzası üzerinde 36 yıllık günlük ölçümlerine ulaşılabilmiş 5 farklı akım gözlem istasyonu (AGİ) belirlenmiştir. Her bir istasyon için ölçümleri bilinen yılların debi süreklilik eğrileri elde edilmiştir. Debi süreklilik eğrileri bir hidrolojik yıla ait aşılma yüzdelerini verdiğinden; ölçümleri bilinen yılların bütün olarak değerlendirilebilmesi için Ortalama Senelik Debi Süreklilik Eğrileri her bir istasyon yani her bir alt havza için elde edilmiştir. Eğri grafiklerinin dikey eksenleri, tüm senelerin ortalama debi değerleri ile bölünmek sureti ile boyutsuzlaştırılmış ve logaritmik hale dönüştürülmüştür ki bu sayede büyük ve küçük değerler bir arada daha açık ve net gösterilmiştir. Logaritmik gösterim nedeniyle daha da yataylaşan eğrilerin, yatay eksende %20 ile %95’lik aşılma yüzdeleri arasında kalan kısımlarının eğimleri (α) bulunmuştur. Ardından kapasite faktörü (CF) modellemesi maksadı ile ortalama yıllık debi süreklilik eğrisi üzerindeki debi değerlerinden, yatay eksende 50-230 güne tekabül eden debi değerleri, 10 gün aralıklarla Tasarım Debileri (Qd) olarak tayin edilmiştir. Kapasite Faktörü, belirli bir zaman aralığında üretilen enerjinin, sistemin tam kapasite çalıştığı kabul edildiğinde üretebileceği enerjiye bölümüdür.  Daha sonra, her bir alt havza yani her bir akım gözlem istasyonunda; her bir tasarım debisi değeri için kapasite faktör değerleri bulunmuştur. Nihayetinde 50-230 gün aralığındaki 19 farklı tasarım debileri için eğriler çizilmiştir. Bu eğrileri belirten grafiklerin yatay eksenleri her alt havza için bulduğumuz eğimler ile; dikey ekseni ise tasarım debileri vasıtası ile bulunan kapasite faktör değerleri ile ifade edilmiş olup CF-α grafiği elde edilmiştir.  Fakat bu 19 eğrinin eğilim çizgileri çizildiği zaman, bu eğilim çizgilerinin eğrileri yeterince iyi temsil edemediği görülmüştür. Bu nedenle hesaplara dahil olan AGİ sayısı artırılmıştır. Aylık ölçümlerine ulaşılan 4 farklı AGİ’nin akım kayıtları çalışmaya eklenmiş ve yukarıda izah edilen hesap adımları bu havzalar için de gerçekleştirilmiştir. Son aşamada ise CF-α grafiği, 9 AGİ birlikte değerlendirilerek elde edilmiştir.  Her grafiğin eğilim çizgisi bulunmuş ve formülü belirtilmiştir. Dolayısı ile havza için ileride bulunabilecek daha farklı her hangi bir debi süreklilik eğrisinin; seçilen bir tasarım debisinde, kapasite faktörünün hangi aralıklarda değişebileceğini gösteren bir metod Çoruh Havzası’na uygulanmış, sonuçlar ise grafik ve tablolar halinde sunulmuştur.
It can be clearly seen that the most developed countries are also the countries that lead the field about energy consumption. In other words, today, the amount of energy consumption is a sign for development in the global economic and politic area. Energy is one of the primary issues and the main struggle reasons. Because it is not only the main input of industry and production but also the main input of transportation and commerce.  Therefore in the modern world, energy is the basic foundation for both private sector and states. All countries need cheap and sustainable energy sources to get stronger or not to get weaker. Also the private sector needs energy to be able to compete with other producers and companies. Especially pipelines are on the center of international relations and began to be the main reason for the countries to get closer or to start new diplomatic wars.  The studies with the projection methods shows that; if the energy policies that countries maintain doesn’t change, the energy demand will increase with a percentage of %40 from now to 2035, with an average annual increase of %1.45. Also it is believed that China will consume more than %90 of the energy consumption of USA in 2035 and India will be the third biggest energy consumer with getting ahead of EU. In 2020, these four big consumers are going to use %56 of the produced energy in the world. So, with the developing technology, renewable energy sources can  take the place of hydrocarbon energy sources and hydropower is one of the leading forms of these renewable energy sources.  According to the International Hydropower Association, hydropower plants are producing 16 percent of global electricity demand and they are also producing nearly 80 percent of electricity that is produced by the renewable energy sources. North America can use 70 percent of hydropower capacity and EU can use 75 percent of its hydropower potential.  Water is not only an instrument for energy issues but it is also a reason for the “water wars” scenarios all around the world. Especially some critical regions are endangered about political crises. For instance, Nile basin is a diplomatic war region between Ethiopia and Egypt. Also Euphrates basin causes diplomatic crises between Iraq, Syria and Turkey. Because food prices are increasing day by day and agricultural economic activities are becoming more important at the same time. Strategists think that wheat will be more important than petroleum for China in 2030. Therefore, there will be also a critical balance between the use of water for agricultural irrigation and the use of it for hydropower.   Turkey has an average height of 1300 m. from the sea level and has an average precipitation of 501 billion m3. Amount of the water that turns to rivers is 186 billion m3. According to the calculations of General Directorate of State Hydraulic Works, theoretical hydropower production potential of Turkey is 433 billion kWh/year, and the technical potential is 250 billion kWh/year. This is %20 of European and %1 of the World potentials. Also Turkey has the third biggest hydropower potential in Europe after Russia and Norway.  In 1950s, Turkey’s power production capacity was only 800 GWh. But today it is possible to produce 310000 GWh power with an installed capacity of 54000 MW. 25,16 percent of this production is from the renewable sources. For instance, 22,8 percent from hydropower sources, 2,07 percent from wind energy sources and the rest is from the other renewable sources. Turkey has an aim about protect this hydropower production rate in 2023. So it is an obligation to evaluate all of the technical potential that 25 main basins have in the country. But drought is the main possible obstacle in front of this aim. Global warming and the climate change cause a serious uncertainty for both hydropower capacity and irrigation capacity. If Turkey is compered with the developed countries about stream-flow recording, it can be easily seen that Turkey is behind of others. That’s not so easy to find long term stream flow records. In the last term, Turkey is in a serious struggle to benefit from the technical hydropower potential. Therefore, at least the records that are known, should be developed immediately. For this reason, during the thesis study, a new method that can be helpful for designing new run of river power plants by using the flow duration curves (FDC) was studied.  In the thesis study, first of all, 5 different flow observing stations that have daily flow records of 36 years in Çoruh Basin was selected. Flow duration curves was obtained for each 36 years of each station records. Because of that these curves were only for one year, mean annual flow duration curves was obtained for each station. By this way, 36 years were evaluated at one single curve for each station. The values on the vertical axis were nondimensionalized by deviding them by mean flow value of total 36 years. And then the vertical axis was turned to a logarithmic scale so that big and small values were shown together easily. Although these logarithmic graphs made the main curves more flat, the parts of the new curves that are between %20 and %95 exceedance probability, was selected to find the slopes of the curves.  Capacity factor is a rate between the energy that is produced in a period and the energy that can be produced if the system works at the maximum capacity. In the study, after the slopes of the mean annual flow duration curves were obtained, design flows (Qd) were calculated from the mean annual flow duration curves. The flow values which correspond with the exceedance probabilities from 50 days to 230 days by 10 days step (Q50, Q60, Q70, Q80, Q90, Q100, Q110, Q120, Q130, Q140, Q150, Q160, Q170, Q180, Q190, Q200, Q210, Q220, Q230), was used to obtain capacity factors. Then, for these 19 different design flows, 19 different curves were shown on a graph. This graph is Capacity Factor–Slope Graph (CF-α). All of the stations were represented by a slope that was calculated from their mean annual flow duration curves. Then 19 different trendline were obtained for each 19 capacity factor-slope curves. But it is seen that the trendlines couldn’t represent the curves successfully. Because the R2, values were not close to 1.  Therefore, 4 stream-flow records were added to the study from 4 more flow observing stations. But this time the datas of the records were not daily. They were monthly records. Afterwards, the same steps were executed for these 9 stations. Then it was seen that increasing the number of station cause positive results. R2 values get closer to 1. And from the trendlines of each design flows, a new table could be prepared. This table and graph can help the investors to have an idea about the basin.  Especially this table and graphs show which branch of the river may be more suitable to build a hydropower plant by the capacity factor values. Also this method can be used for the ungauged basins.
