Kamusal Sanat Ve Kent İlişkisi

Abstract

1990’lı yıllardan itibaren içerik ve sürecin sonuç ürünün önüne geçtiği bir estetik anlayışı ile şekillenen kamusal sanat, 2000’li yıllarla birlikte etkilerini Türkiye ve özellikle İstanbul’da da göstermeye başlamıştır. Kullanıcıları da dâhil olmak üzere mekânın tüm bileşenleriyle ilişkiye giren bir pratik olan kamusal sanat bugün gelinen noktada kent planlama ve tasarımının bir parçası olarak görülmektedir. Kamusal sanatın insan, mekân ve daha genel anlamda kent ile ilişkisini ortaya koyan bu çalışmada, öncelikle kamusal mekân ve sanat ilişkisi tartışılarak, kamusal sanat kavramı ele alınmış, bu kavramın dünya çapında ve Türkiye’deki gelişimi üzerinde durulmuştur. Kamusal sanat kavramının ifade ettiği anlamlara dayanarak araç olarak kullanıldığı uygulama alanları sınıflandırılarak incelenmiştir. Bahsedilen uygulama alanları içerisinde ise kamusal sanatın uygulama çeşitleri örnekler üzerinden tartışılmış ve kategorize edilmiştir. Kamusal sanatın uygulama alanlarının ve çeşitlerinin ortaya koyulmasıyla birlikte kent üzerine yaptığı etkiler mekânsal, sosyo-kültürel ve ekonomik yönleriyle ele alınarak araştırılmıştır. Kamusal sanatın uygulama alanları, çeşitleri ve ortaya çıkarttığı etkileri arasındaki ilişkiler sorgulanarak, tez kapsamında incelenen örnekler üzerinden kalitatif bir değerlendirme yapılmıştır. Kamusal mekânlarda uygulanan sanat çalışmalarını inceleyerek kuramsal bir çerçeve çizen çalışmada açıklayıcı (explanatory) bir yöntem benimsenmiş, kamusal sanat ve kent üzerinde bırakılan etkileri arasında dolaylı bir nedensel etkileşim (indirect causal relationship) tanımlanmıştır. Kamusal sanatın ifade ettiği anlamlar, bu anlamlara bağlı olarak kullanım nedenleri, bu nedenlerden dolayı kullanıldığı alanlar, bu alanlardaki uygulanma çeşitleri ve bu çeşitlerin ortaya çıkardığı etkileri ve her bir bileşenin bir diğeriyle ilişkisi açıklanmıştır. Tez çalışması sonucunda ortaya çıkan ilişkiler şeması kamusal sanatın incelenmesi ve tartışılmasına dair bir yaklaşım sunmakta ve kamusal sanatın kent ile ilişkisini ortaya koymaktadır.

After the 1990s, public art started to form by an aesthetic approach in which the content and the process were considered rather important than the final product. By the year 2000, the influences of the public art has started to show up also in Turkey, particularly in Istanbul. The public art interacts with all components of the public spaces including its users and becomes a practice which is today considered to be a part of urban design and planning. This research traces the relations between public art, people, public spaces and more generally looks at the relations between the public art and the city. The research primarily discusses relations between the public space and the art, subsequently adressses the concept of public art and its development in the world and in Turkey. Based on the concept and the meaning associated with the public art, the research intends to identify areas where the public art has been largely used as a tool. Within this, types of public art have been classified and categorized based on examples. In addition, the research attempts to reveal spatial, socio-cultural and economic impacts of the public art projects, on the city. Furthermore it uses a qualitative evaluation method to identfy relations between the public art implementation areas, types of public arts and their impact on the city, based on the examples studied throughout this research. The research draws a theoretical framework through examining the art works in public spaces by adopting an explanatory method to define an indirect causal relationship between the public art and its impacts on the city. Doing this, the meanings that the public art stands for, the reasons of utilization according to the meanings, the implementation areas due to the reasons, the types in the implementation areas, the impacts of the types, and relationship of one component to another have been explained. The relationship scheme, which was also a result of the research, presents an approach for further discussion and research on the public art, and explains the relations between public art and the city.
