Afet Konutları Sorunu Ve Deprem Örneğinde İncelenmesi

Abstract

Bu çalışmada, Türkiye’de özellikle deprem sonrası afet konutları sorununun çözümü için öneriler ortaya konulmuştur. Türkiye’deki doğal afetlerin etkileri, depremin neden olduğu yapısal hasar ve bunun sonucu olarak ortaya çıkan konut (barınma) sorunu ele alınmıştır. Karşılaştırma yapabilmek amacıyla yabancı ülkelerde deprem sonrası konut uygulamaları üzerinde acil barınma, geçici konut ve kalıcı konut çalışmaları irdelenmiştir. Türkiye’de deprem sonrası konut sorununa çözüm bulmak amacıyla, deprem öncesi ve sonrasına ilişkin çalışmalar incelenmiştir. Bunun sonucunda ülkemizde deprem öncesi çalışmaların yerine, deprem sonrası çalışmalara ağırlık verildiği görülmüştür. Türkiye’de bugüne kadar geçici konut uygulamasına rağmen, geçici konutların kullanıcı gereksinmelerini karşılamadığı, iklimsel, sosyo-ekonomik ve kültürel koşullara uygun olmadığı, kullanım süresi uzadıkça ihtiyaçlara cevap vermediği görülmüştür, bunun yerine bugün deprem sonrasında kira yardımı yapılmaktadır. Bu çalışmada geçici konut için konik biçimli klasik çadır tipi dışında, otağı gibi daha elverişli mekan düzeni sağlayan çadır tiplerinin gelişmiş teknoloji ile üretilmesi önerilmektedir. Kalıcı konutların üretiminde ise, araştırma ve planlama çalışmalarının deprem öncesi yapılması, afet konutlarının ülkenin genel konut sorunu içinde ele alınması, kırsal konutların yenilenmesi ve diğer konutlarda ise denetim sistemi oluşturulması önerilmektedir.

In this study, solution suggestions for Turkey’s disaster area housing after earthquake is given. The effects of natural disasters in Turkey, the damage of earthquake on housing and as a result of this the shelter problem is examined. The applications of disaster area housing from foreign countries are given to analyse the emergency shelter, temporary housing and premanent housing and to make comparison with our country’s applications. To find a solution to Turkey’s disaster area hosusing, the attempt on before and after eartquake stages. Although the temporary housing has been applied until today, the applications are showing that the temporary housing is not suitable for climatic, socio-economic and cultural conditions and does not compensate for needs of people. Today instead of temporary housing, rental help is given. In this study for temporary housing needs, instead of classical coni-form tents, to produce large sumptuous tents with developed technology is being suggested. In the production of permanent housing, it is suggested that the investigation and planning should be made before earthquakes in hazard zones, the disaster area housing problem should be solved together with our country’s general housing problem, the rural houses should be renovated and for the other houses there should be developed a control system.
