Ice Class Tanker Yatırımlarının Teknik Ve Ticari Açıdan Değerlendirilmesi

Abstract

Bu çalışmada son on yılda dünya denizciliğinde oldukça popüler bir konuma gelen ice class tankerleri bu notasyona sahip olmayan gemilerden ayıran teknik ve ticari farklılıklar ve bu eğilimin oluşmasında başrol oynayan etmenler irdelenmiştir. Günümüzde kutup denizlerine ve okyanusları bağlayan geçitlerine olan ilginin sebebinin, alternatif rota olarak mesafeleri kısaltmasının yanısıra zengin enerji kaynakları olduğu görülmüş, dünya enerji piyasasının hakim durumundaki ülkelerinden biri olan Rusya‘nın son 10 yıldaki atılımına dikkat çekilmiştir. Rusya’nın petrol ve doğalgaz ihracatının artması enerji havzalarını çevreleyen denizlerde daha yoğun bir deniz trafiği ve ticaret hacmi anlamına gelmektedir. Buz bölgesine girmeden önce, girdikten ve çıktıktan sonra, buzun gemi bünyesinde, seyir güvenliğinde ve ekipmanlarda oluşturması muhtemel hasarlara karşı alınması gereken tedbirlerden bahsedilmiştir. Ice class tankerlerde notasyonun gemi üzerinde zorunlu kıldığı teknik gereksinimler üç ana grupta toplanmıştır. Tekne, sevk sistemleri ve ekipman üzerindeki değişiklikler ayrıntılı olarak ele alınmıştır. Son bölümde ise ice class tanker filosunun yıllar içindeki değişimi incelenmiş, navlun fiyatlarının armatörlere oldukça karlı bir yatırım yaptıklarını tasdik eder şekilde bir seyir gösterdiği gözlemlenmiştir. Bu tip gemi işletmeciliğinin ve kutup denizlerinin hukuki durumuna değinilmiş, ice class tanker inşaasının maddi olarak ne gibi ilave maliyetler getirdiğinden bahsedilmiştir. Sonuç olarak, ice class tankerlere olan ilgi azalsa da devam etmekte, bu ilgi ilerleyen zamanlarda dünyamızın geçirmekte olduğu ekonomik ve ekolojik değişimler neticesinde LNG tankeri ve konteyner gemileri gibi farklı gemi tiplerinde kendine tekrar yer bulacaktır.

By this thesis, it is aimed to point out technical and economical features that differ between ice class and non-ice class tankers and the reasons which cause this demand for ice class tankers to boost during the last decade. It is claimed that the increasing interest on this issue concerning the northern seas is not only because these sea routes link the oceans, but also most of the unexploited fossil fuel reserves lay on these seabeds. Russia is the most powerful state that dominates the energy market especially in Europe and Russian exports have been tending a crescending trend for a decade. A boost of Russian exports means that there would be more dense shipping activities in the region and in order to do this, ice class tankers are a must. General hints and comments on ice navigation are also mentioned. The technical differences can be grouped into three which are hull, machinery and outfitting differences. Finally, the supply and demand statistics of ice class tanker fleet and fluctuations in freight rates prove that this investment is very profitable. However, the legal status of ice class shipping and sea routes indicate that these issues are debatable and will continue to be a matter between the concerning states. As a result, although the demand for ice class tankers decrease, this demand would come out in other types of merchant vessels such as LNG tankers and container vessels due to the economical and ecological changes taking place in the world.
