Yük Gemileri İçin Biçimsel Güvenlik Değerlendirmesi

Abstract

Bu çalışmada, biçimsel güvenlik değerlendirmesi yöntemi kullanılarak Türk karasularında ve uluslararası karasularda seyreden Türk bayraklı yük gemilerinin yaşadığı kazaların meydana gelme sıklıkları ve kaza çeşitleri incelenerek, ileride oluşabilecek kazaların önlenebilmesi ve / veya azaltılabilmesini sağlayacak bir uygulama yapılması amaçlanmıştır. Yük gemileri için potansiyel tehlikelerin tanımlamaları yapılmış, kaza sıklıkları ve önem derecelerine göre risk matrisi oluşturulmuş ve bu sayede hangi kaza çeşidinin ne derecede etkili olduğu saptanmıştır. Yapılan bu incelemelerden sonra dört ana kaza tipi için alınabilecek önlemler saptanmış ve bu önlemlerin fayda ve maliyet değerleri hesaplanmıştır. Çalışmanın sonunda alınabilecek önlemler genel olarak değerlendirilmiş ve gelecekte oluşabilecek kazaları önleme amacıyla öneriler sunulmuştur.

In this study, the frequency and types of accidents were analyzed using the method of formal safety assessment of cargo ships at coasts and open seas of Turkey, and the prevention and/or reduction of the future accidents were intended. Based on the examined accidents, potential hazard identification, the method was created according to accident frequency and risk matrix, letting the type of accidents that is the most frequent to be found. After this examination, countermeasures, benefits of countermeasures and cost estimations of the aforementioned were determined for the four major accident types. Finally, measures for potential cargo ship hazards which their cost-benefit analyses were made, were evaluated. And suggestions for the purpose of preventing accidents that may occur, were presented.
