Türk Kara Kuvvetleri Ana Muharebe Tankı Seçiminde Analitik Hiyerarşi Metodu Ve Bulanık Kümeler

Abstract

Bu çalışmanın amacı, Türk Kara Kuvvetlerinin 2000li yıllar için envanterine almayı planladığı üçüncü nesil Ana Muharebe Tankları arasından maliyet gözetilmeden teknik açıdan en uygun alternatifin seçilmesidir. Problemin çözümünde öncelikli olarak Analitik Hiyerarşi Metodu kullanılmış olup burdan bir sonuca varılmıştır. Bu metodun birtakım dezavantajlarının giderilmesi amacıylada bulanık kümeler yaklaşımı ile iki ayrı metodla daha çözülmüştür. Seçim kriterleri Milli Savunma Bakanlığı Savunma Sanayii Müsteşarlığı tarafından yayınlanan Bilgi İsteği Formu esas alınarak belirlenmiştir. Problemin çözümü için seçilen kriterlerin ve alternatiflerin karşılaştırlıması için bir anket düzenlenmiştir. Bu anketler tankçı sınıfından subay ve astsubaylara uygulanmıştır. Alternatif olarak dört tank alınmıştır bunlar; M1A2 Abrams, Leclerc, Leopard 2A5, T-84 dür. Bu çalışma karar vericiye teknik açıdan en uygun alternatifi tespit etmeye yardım etmektedir fakat kararı etkileyen diğer faktörler karar verici tarafından ayrıca değerlendirilmelidir.

The purpose of this study is to select the best main battle tank at the point of technical spesifications without considering the cost which is third generation and will be procured by the Turkish Land Forces and will be used in the years of 2000. Analytic Hierarchy Method firstly used in solving of the problem and reached a result. Since eliminating the disadvantages of this method two Fuzzy Sets applications used in solving the problem. Selection criterias are determined by using the Request for Information which is issued by Ministry of Defence and Defence Undersecratary. To solve the problem a questionnaire was formed to compare the alternatives and criteria. These questionnaires were answered by the officers and non-commissioned officers in the Armoured Branch. The alternatives in this study are four main battle tanks which are; M1A2 Abrams, Leclerc, Leopard 2A5, T-84. This study helps the Decision Maker just at the point of technical spesifications however other factors which affect the decision making process should be evaluated by the Decision Maker.
