Türkiye Özel Sektör Tersanelerinde Askeri Gemi İnşa Projeleri Test Ve Tecrübe Yönetimi

Abstract

Türkiye gemi inşa sektörü iş hacmi, 2008 yılında küresel ekonomik krizden etkilenerek daralmış ve siparişler durma noktasına gelmiştir. Savunma Sanayii Müsteşarlığı’nın yurt içi imkanlar ile yapılması amacı ile yürüttüğü askeri gemi inşa projeleri bazı özel sektör tersaneleri için ekonomik krizden çıkış için umut olmuştur. Ancak askeri gemi inşa projeleri yürüten özel sektör tersaneleri, gemilerin test ve tecrübe faaliyetleri sırasında, askeri gemi inşası ve tesliminin ne kadar zorlu süreçlerden oluştuğunu tecrübe etmişler ve halen tecrübe etmektedirler. Türkiye özel sektör tersaneleri tarafından inşa edilecek askeri gemilerin yurt içinde teslim edilebilmesi, bu gemilerin daha sonra yurt dışına ihraç edilebilmesi açısından ayrıca önem taşımaktadır. Askeri geminin inşasına başlanmasından tamamlanmasına kadar olan süreçleri kapsayan test ve tecrübe faaliyetleri, askeri geminin teslim edilebilmesi için başarıyla gerçekleştirilmesi gereken en önemli aşamalardır. Test ve tecrübe faaliyetleri sürecinde rol alan tarafların sorumlulukları ve birbirleri ile olan ilişkilerinin nasıl olacağının belirlenmesi son derece önemlidir. Askeri gemi inşa şartnamesindeki teknik isteklerin, test ve tecrübe faaliyetlerinden önce doğrulama yöntemlerinin belirlenmesi gerekmektedir. Test ve tecrübe faaliyetleri Sürekli Testler, Fabrika Kabul Testleri, Montaj ve Devreye Alma Hazırlık Testleri, Liman Kabul Testleri, Sistem Entegrasyon ve Deniz Kabul Testleri’nden oluşur. Bütün bu test ve tecrübe faaliyetleri detaylı bir icra planı ve prosedürlere göre yapılmalıdır.

Since global economic crisis has affected Turkish ship building sector in 2008, the business volume has decreased and almost stopped. Military ship building projects, which Undersecretariat for Defence Industries carries out has been sign of hope for some private sector shipyards. However, during test and trial periods, private sector shipyards have experienced the difficulty of building and delivery of military ships. It is important for private shipyards to deliver military ships first inland, in order to export these ships to the other countries. Test and trial activities have to be completed successfully in order to deliver military ships. In this thesis study, importance of the management process for test and trial activities have been highlighted, because these are the terms of delivery for military ships. It is important to specify the responsibilities and relationships of parties who have taken part in process of test and trial activities. Requirements definition is probably the most crucial part of the project. Requirements of military ship building technical specifications should be defined before test and trial activities. Ongoing Tests, Factory Acceptance Tests, Installation and Setting to Work Tests, Harbor Acceptance Tests, System Integration Tests and Sea Acceptance Tests are test and trial activities of military ships.
