Cbs Destekli Taşınmaz Mal Değer Haritalarının Oluşturulması

Abstract

Bu tez çalışmasında, bir Mobil CBS (Coğrafi Bilgi Sistemi) destekli Taşınmaz Mal Değer Haritası ESRI yazılımları (örn. ArcGIS, ArcMap, ArcPAD, ArcCatalog, Alta 4 Image Mapper) kullanılarak oluşturulmuştur. Bu amaçla; pilot uygulama alanı olarak seçilen İstanbul İli Kağıthane İlçesi Emniyet Evler Mahallesi’nde yer alan taşınmazların belirli bir tarihe ait rayiç değerleri ve değerini etkileyecek önemli tüm unsurları (takyidatlar, imar durumu, tapu bilgileri vb.) sahada mobil cihazlar üzerinde çalışan bir CBS uygulaması ile toplanmıştır. Çalışmanın amacına yönelik olarak, taşınmaz mal değerlemesinde kullanılacak olan veritabanı yapısı ArcCatalog ve araçları kullanılarak oluşturulmuştur. Bir sonraki aşamada çalışma bölgesine ait sayısal harita ile veritabanı yapısı ArcMap programı kullanılarak birleştirilmiş ve ArcGIS’in mobil cihazlar üzerinde çalışan ArcPad programına dönüşümü yapılmıştır. Sahada mobil cihaz ile uygulama PDA kullanılarak gerçekleştirilmiştir. Uygulama sonrasında elde edilen taşınmaz mal değer haritasını kullanıcılar ile web üzerinden paylaşmak amacıyla html formatına dönüşümü yapılmıştır. Gerçekleştirilen bu çalışma ile taşınmaz değerleme sektörünün ihtiyacı olan veritabanı yapısına bir çözüm önerisi getirilmiştir. Taşınmaz mal değerlemesi çalışmalarında sahada veri toplama, depolama ve kaydetmeyi sağlayan Mobil CBS uygulaması ile zaman ve maliyet bakımından oldukça önemli derecede tasarruf elde edilmiştir.

In this study, a Mobile GIS aided Real Estate Valuation Map is developed by using ESRI softwares (i.e. ArcGIS, ArcMap, ArcPAD, ArcCatalog, Alta 4 Image Mapper). For this aim, the current values of real estates at a known date and all important attributes of them (such as encumbrances, zoning status, land registry, etc.) which effects to their values are gathered in the pilot area, is located on İstanbul Country Kağıthane District Emniyet Evler Quarter, by mobile devices runing with GIS in the field. To the goal of the study, the database structure that will be used in real estate valuation works, is composed in ArcCatalog. Then, the digital map of the pilot area and the database are connected in ArcMap and transformed to ArcPad program the product of ArcGIS works in mobile devices. The application in the field study is performed by using PDA as a mobile device. Finally, in order to share the Real Estate Valuation Map produced by Mobile GIS technology, it is published on web by transforming the map to html format. This study has been performed to offer a solution on database structure with respect to satisfy the needs of real estate valuation sector. With Mobil CBS application that enables to collect, store and save data in field, cost and time has been significantly saved.
