Toplu Taşıma Sistemleri Entegrasyonu Ve Şişli Mecidiyeköy Uygulaması

Abstract

Bu çalışmada, toplu taşıma sistemlerinin kent içi ulaşımdaki yeri ve tarihsel gelişimleri incelenmiştir. Bu kapsamda kent içi ulaşımında toplu taşım sistemlerinin planlamasına yönelik gelişmeler değerlendirilerek temel ölçütler belirlenmiştir. Toplu taşıma sistemlerinin en önemli elemanı olan Otobüs Hatlarının planlanmasına ilişkin yöntem ve temel prensipler belirlenmeye çalışılmıştır. Ayrıca toplu taşıma sistemlerinin entegrasyonunun sağlanmasına, mekansal olanaklar sunan “Aktarma (Transfer) Merkezi” kavramı literatür incelenmiş ve İstanbul Büyükşehir Belediyesi’nin yürüttüğü planlama çalışmaları değerlendirilmiştir. Uygulama denemesi ise İstanbul Metropoliten Alanı içerisinde önemli düğüm ve odak noktası olan Şişli ilçesi Mecidiyeköy Meydanın da gerçekleştirilmiştir. Bölgenin mevcut ulaşım altyapısı belirlenen ölçütler kapsamında değerlendirilmiş ve sorunlar tespit edilmiştir. Mevcut ve planlanan ulaşım yatırımları birlikte düşünülerek, planlanan Aktarma Merkezlerine fonksiyon ve niteliklerine ilişkin önermelerde bulunulmaya çalışılmıştır. Bu önermelerde temel amaç birbiriyle entegreli, verimli, ulaşılabilir alanlar içerisinde yer alan toplu taşım sistemlerinin, özellikle otobüs hattının oluşturulabilmesidir.

In this study, the location of the public transportation in urban transportation and the historical development of the public transportation is examined. Within this scope, the public transportation planning studies are assessed in order to define the basic principles. And also tried to define basic principles and process of bus network planning. On the other hand, the concept of “Transfer Nodes” is investigated through the literature. Moreover the planning projects of Istanbul Metropolitan Municipality are evaluated for this purpose. The application area in question is Mecidiyeköy Square where is an important urban center and communication node. The existing communication substructure of the area is determinate and evaluated toward the basic principles of public transportation planning and the problems are defined. Based on the current systems and planning, program some suggestions are made for the function and features of the planning transfer nodes. The main purpose for these suggestions are; to make an integrated, effective, attainable public transportation system, bus networks, in particular.
