İşçi sağlığı ve iş güvenliği maliyetlerinin bina inşaatı toplam maliyetlerine etkisi

Abstract

Hızlı sanayileşme ve makineleşmenin doğal sonucu olarak köylerden kentlere göç etme ile başlayan kentleşme, hızlı geçiş süreci insanoğluna daha önce karşılaşmadıkları yeni yeni riskleri de beraberinde getirmiştir. Bu gün birçok sektörde özellikle inşaat sektöründe bu risklerin kötü örneklerini çok sayıda görmek mümkündür. Özellikle inşaat sektöründeki meydana gelen iş kazalarının oldukça yüksek oranlara sahip olduğu, istatistiki verilerde görülmektedir. Tez çalışmasında, mevcut istatistiki verilere dayanarak, bina inşaatlarındaki kaza oranlarının yüksekliği göz önünde bulundurularak bina inşaatlarındaki uygulanacak işçi sağlığı ve iş güvenliğinin maliyetleri belirlenmiştir. İstanbul İli sınırları içerisinde 400 ile 2000 m2’ lik inşaat alanına sahip 30 farklı bina inşaatında, iş kalemleri bazında yapılan risk değerlendirmesi sonucu gerekli olan iş güvenliği malzeme ve ekipman türleri belirlenmiştir. İnşaat süreçleri ve toplam çalışma saatleriyle orantılı malzeme ve ekipman sayılarının, piyasa fiyat araştırılmasıyla elde edilen fiyatlarla çarpılması sonucu iş güvenliği maliyetlerine ulaşılmıştır. Ayrıca inşaat süresinde dışarıdan alınacak iş güvenliği eğitim ve danışmanlık hizmetleri maliyetleri de iş güvenliği maliyetlerine katılmıştır. Tezin odağı bina inşaatlarında işçi sağlığı ve iş güvenliği maliyetleri ile toplam inşaat maliyetlerinin karşılaştırılması olduğu için, bina örnekleri dolaysız inşaat maliyetleri Boyutsuz Büyüklükler ile Yaklaşık Maliyet Tahmin Metodu ile bulunmuştur. Nihai olarak işçi sağlığı ve iş güvenliği maliyetleriyle, bina toplam maliyet tahminleri karşılaştırılmıştır. 30 farklı bina inşaatında yapılan bu çalışmada, işçi sağlığı ve iş güvenliği maliyeti, toplam bina maliyetlerinin oranının ortalama % 3,73 olduğu ve çalışma saati başına düşen ortalama iş güvenliği maliyetinin de 0,56 tl olduğu sonucuna ulaşılmıştır.

The urbanization which begins with the migration from villages to cities as a natural result of the quick industrialization and mechanization, has brought the brand new risks to humans that they never met before. Today it is possible to see the negative examples of these risks in various sectors and especially in construction sector. On the thesis study, the costs for occupational health and safety costs which will be applied for the building constructions have been determined in accordance with the existing statistical outputs and by taking the high numbers of the accident ratios into the consideration. It has been determined the necessary occupational safety materials and equipments for each work item as a result of the risk evaluation made in 30 different building construction in Istanbul province borders which have construction areas between 400 and 2000 m2. The occupational safety costs have been calculated by multiplying the numbers of the materials and equipments comparative with the construction processes and total working hours with market prices which has been supplied as a result of a market research. Besides that, the occupational safety training and consultancy service costs which will be supplied from outside of the construction have also been added onto the occupational safety costs. As the focus of the thesis is to compare the occupational health and safety costs in the building constructions with total construction costs of the buildings, the sample direct building costs of the constructions have been calculated by using the Dimensionless Quantity and Approximate Cost Estimation Method. Conclusively the estimated occupational health and safety costs have been compared with the estimated total building costs. During this study made in 30 different building constructions, the occupational health and safety cost has been calculated as 3,73% of the total building constructions cost and average occupational health and safety cost per hour has been calculated as 0,56 TL.
