Proje Seçiminde Bulanık Topsis Yöntemi İle Bir Model Önerisi: İnşaat Sektörü Uygulaması

Abstract

İçinde bulunduğumuz yüzyılda, ekonomik ve sosyal alanda yaşanan hızlı gelişim ve değişimler ile rekabet şartlarının zorlaşması organizasyonlara mevcut kaynaklarını kullanmalarında hata şansı tanımamaktadır. Başarısızlıkla sonuçlanan projeler kıt kaynakları boşa harcamakta ve organizasyonların rekabet avantajını kaybetmesine hatta organizasyonun devamlılığına zarar vermektedir. İnşaat sektörü açısından da durum farklı değildir. Sektörün yapısı gereği proje bazlı çalışan firmalarda proje seçimi daha da önemli konumdadır. İnşaat sektöründe faaliyet gösteren bir çok firma hatalı proje seçimi yüzünden projeleri başarısızlıkla sonuçlandırmış ve zarar görmüşlerdir. Bu çalışmanın amacı inşaat sektöründe faaliyet gösteren firmalar için proje seçimi ve/veya portföy yönetiminde kaynakları doğrultusunda stratejik hedef ve organizasyonel beklentileri ile uyumlu projelerin seçilmesini sağlayan bir model önermektir. Çalışmada benzer tarzda konut ve ticari gayrimenkul üretimi yapan firmalarla görüşülerek ve ilgili literatürden faydalanılarak proje seçim kriterleri belirlenmiş ve büyük ölçekli bir inşaat firmasında uygulaması gerçekleştirilmiştir. Önerilen model iki aşamalı olup birinci aşamasında alternatif projeleri sıralamakta, ikinci aşamada ise firma kaynaklarına göre öneride bulunmaktadır. Alternatif projelerin değerlendirilip sıralamasının gerçekleştirildiği aşamada Bulanık Topsis yöntemi kullanılmıştır. İkinci aşamada ise Tamsayılı Matematiksel Programlama ile model önerisinde bulunulmuştur. Sonuç olarak önerilen modelin proje alternatiflerin seçimine uygulandığında başarılı sonuçlar verdiği belirlenmiştir. Çalışmanın son bölümünde elde edilen sonuçlar ve öneriler yer almaktadır.

In the century we live in, difficulties in competing conditions caused by fast developments and changes experienced in economical and social field give no chance to organizations for error in using current resources. Projects resulting in failure waste the limited resources and cause losing competitive advantage and even damage the progression of the organization. The situation is not different in terms of construction sector too. As required by the structure the sector, project selection in the firms operating as project based is in much more important situation. Many firms operating in construction sector have resulted the projects with failure because of wrong project selection and suffered from losses. Purpose of this study is to propose a model for selecting project and/or selecting project in compliance with strategic goals and organizational expectations in the direction of resource in portfolio management for the firms operating in construction sector. In this study, project selection criteria have been determined by discussing with the firms producing similar type of houses and commercial real estate properties and by befitting the related literature, and the its application was achieved in a large scale construction firm. Proposed model has two phases, and its alternative projects are listed in the first phase, and proposals are made according to the firm resources in the second phase. Fuzzy Topsis method has been used in the phase where alternative projects are evaluated and listed. And in second phase, Model proposal has been made with Integer Programming. Finally, it was determined that proposed model had given successful results when it was applied to selection of project alternatives. Results and proposals are included in last section of the study.
