Teknik Şartnamelerde Yer Alan Yapı Malzemelerine İlişkin Bilginin Sunulmasında Ele Alınan Sistemler Ve Türkiye’deki Durumun Analizi

Abstract

Bu tez çalışmasında, teknik şartnamelerin önemi ve malzeme bilgilerinin teknik şartname içerisindeki ifade biçiminin önemi vurgulanmaktadır. Teknik şartnamelerin inşaat dokümanları arasındaki yeri ve proje süreci ile ilişkisi öğrenildikten sonra teknik şartnamelerin tanımına, niteliklerine, yazılma sebeplerine ve yararlarına değinilip bir teknik şartname oluşumunda otomasyonunu gerekliliği de anlatılmıştır. Teknik şartnamelerin oluşumunda etkin rol oynayan yapı malzemelerinin seçiminde yararlanılan kaynaklara, yapı malzemesi enformasyon sistemine, malzeme seçimindeki ve değerlendirmesindeki kriterlere yer verilmiştir. Yurtdışında yer alan teknik şartnameler ve kodlama sistemleri araştırılmış, teknik şartnamelerde yer alan malzeme bilgilerinin sunumuna ilişkin sistemlere anlatılmıştır. Türkiye’de kamu ve özel sektörlerde kullanılan teknik şartnameler yer almaktadır. Türkiye ile yurtdışı arasında yapılan karşılaştırmada kamu sektöründe görülen bazı eksiklerin nelerden kaynaklandığına ve özel sektör ile yurtdışı arasında bir karşılaştırmaya gidilememesine dair, kamu ve özel sektörde faaliyet gösteren firmalar arasında bir anket çalışması yapılmıştır.

The aim of this study is to emphasize the importance of the technical specification and this part also includes the statement of material information in the technical specification. After the identification of the technical specification within in the construction documents, and their relationship with the Project period, information concerning definition, properties, writing reasons and advantages together with the requirement of an automation in the preparation of an technical specification are stated. The sources that are used for the choice of construction materials, construction material information systems, and the criteria which are taken into consideration for the choice of material which are playing an active role in the technical specification are stated. The technical specifications in foreign countries and their code systems are analyzed and systems concerning the presentation of material information stated in the technical specification are indicated. Technical specifications used in State and Private Sectors in Turkey are indicated. Comparisons between Turkey and the foreign countries showed not only the reasons of some deficiencies in the state sector, but they also showed that there is no possibility of a comparison between private sector and foreign countries. However, there was made a inquiry between companies acting in the private and state sector
