Malsahibi açısından proje yönetiminin otomasyonu

Abstract

Proje, istek sahibinin (Mal sahibi) kafasında (hayalinde) canlandırdığı resmin gerçeğe dönüştüğünü görmesiyle (fiziksel olarak ortaya konulması ile) sona eren bir süreçtir. Bu süreç bünyesinde pek çok tarafı (mal sahibi, yüklenici, mimar, mühendis vb.) ve evreyi (Fizibilite, tasarım, ihale, yapım vb.) barındırmaktadır. İnşaat projeleri kendine özgü, tek ve tekrarlanmayan niteliktedir. Kaynaklar çoğu zaman kısıtlı ve proje dış çevrenin etkisi altındadır. İşgücü, makine, malzemenin etkin biçimde kullanılması gelir-giderlerin denetimi, işin minimum maliyet ve optimum sürede bitirilebilmesi, inşaatın özel gereksinimine cevap veren işletmecilik ve mühendislik ortak temeline dayalı bir teknolojinin son yarım yüzyılda geliştirilmesine neden olmuşlardır. Proje yönetimi, bu alana özgün sorunların nasıl ele alınıp çözülebileceğinin anahtarlarını sunmakta, teknoloji seçimi, süre, maliyet, kalite, risk, iş güvenliği, iletişim (Haberleşme.evrak ve arşiv) ve personel yönetiminden oluşmakta ve değişken parametreler olarak "para", "zaman", "kaynak" ile bunlan belirleyen "insanı" kabul etmektedir. Mal sahibinin sorunu olan proje yönetiminin varlığı, kavramlara, etkin iletişime ve sektörün yönetsel kültür öğelerinin iyileştirilmesine bağlı bulunmaktadır. Standartların kullanılması proje yönetim anlayışını geliştirerek kültür öğelerini iyileştirecektir. Bu nedenle proje yönetim sisteminin yerleşmesine engel oluşturan öğelerin eniyilenerek firma ve yönetsel kültür altyapısının gelişmesini sağlayan standart bir dokümantasyonun otomasyonu büyük önem taşımaktadır. Böylece inşaat sektörünün sahip olduğu esnek organizasyonel yapıya kolay uyarlanabilen (var olan yapılan dışlamadan eniyilemeye yönelik) ve günümüz bilgi teknolojilerinden destek alan (bilgisayar ağları ve bilişim çözümleri), ayrıca geçmişe dönük proje enformasyonlannın (Project Historical Data) depolanmasına, aramasına ve analiz yapılmasına uygun ortam yaratılmış olacaktır. Bu çalışmada, yukarıda belirtilen ihtiyacın otomasyon anlayışı çerçevesinde giderilebilmesi amacıyla yapılan (ön) araştırmalar (Mal sahibi sistemi, Yüklenici sorunları, bilişim sorunları ve çözüm önerileri ile bilişime yatkınlık, otomasyon ve otomasyon sistemleri, Mevzuat ile CMAA standarttan) irdelendikten sonra bilgisayar tabanlı bir bilgi akışı otomasyon sistemi oluşturulmuş, bunun dayandığı form ve raporlar tasarlanarak kısa görüntüler halinde arşivlenmiştir. "Malsahipleri için proje yönetiminin otomasyonu" adı altında önerilen sistem ve bunun uygulanabilirliğini göstermek amacıyla geliştirilen yazılım, tümleşik bir model biçiminde ortaya konmuştur. Böylece sunulan proje yönetim otomasyonu, oluşturulan yazılım, yazılımın yapısı ve kolay kullanım olanağı ile, giriş bölümünde belirtilen insan kültüründen kaynaklanan yönetsel iletişim güçlüğünü ve eğitim yetersizliğini ortadan kaldıracak niteliktedir.

Project is a process that terminates when the owner sees the picture dreamed in his/her mind, transformed into reality. This process consists of many parties (Owner, contractor, architect, engineer) and phases (feasibility, design, bidding, construction etc.) However, the construction projects are peculiar, unique; they do not repeat themself. The resources are often limited and they are under the influence of the external effects. In order to use -the labour force, machines, materials and money in an efficient way under the influence of the external effects; thus performing the project in optimum time and at a minimum cost, the technology is developed on a scientific basis in last five decades satisfying specific requirement. This is called as Project Management. The project management consists of technology selection, time, cost, quality, risk, work safety, communication (correspondence, documents and archive) and personnel management. It considers "money", "time", "resource" and "human" factors as variable parameters. The development of project management, is the concern of the owner. It relates to concepts, efficient communication and the improvement of the managerial-cultural properties of the sector. The use of the standards will develop the project management concepts and will improve the cultural characteristics. For this reason an automation system which will develop the managerial cultural basis of project management through optimisation of the factors preventing its use. It will thus provide standard documentation suitable to the requirements of the construction industry for flexible organisational structures and using the current information technologies moreover for creating a suitable medium for storing, searching and analysing the project historical data. Aim of this study, to satisfy the need above mentioned in automation. In this context the pre-research works on (owner system, contractor problems, software and computer problems, solutions, communication suitability, automation and automation systems, laws and CMAA standards) are discussed. The computer based automation system is developed with forms and reports archived as short images providing information flow. In this system called "project management automation system (PMOS)". The author has developed the automation system software in a computer network environment to compensate the managerial communication shortcoming. It thus provides an efficient communication and information flow and archives medium considering the organisational culture in a developing (Turkish) construction sector.
