Kantitatif Yaklaşımlarla Coğrafi Yönetiminde Mevcut Durumun İrdelenmesi: İstanbul Büyükşehir Belediyesi Örneği

Abstract

Coğrafi Bilgi Sistemleri (CBS) ve kent bazına indirgenmiş şekli ile Kent Bilgi Sistemleri (KBS), yerel yönetimler için kentleşmeden dolayı artan ve karmaşıklaşan sorunların çözümü bakımından adeta vazgeçilmez bir unsur olmuştur. Çünkü mevcut bilgilerin etkin bir şekilde kullanılamamasından dolayı ayrıca doğru veriye ulaşmadaki zorluklar ve bu sistemleri iyi yönetecek uzman personelin eksikliği kenti yöneten kamu kurum ve kuruluşlarında büyük sıkıntı yaratmaktadır. Bu anlamda çalışma kapsamında, İstanbul Büyükşehir Belediyesi örneğiyle Türkiye’de yerel düzeyde coğrafi veri üreticisi ve muhtemel kullanıcılarının veri üretimi, paylaşımı ve kullanımı ile ilgili mevcut durumu değerlendirilmiştir. Böylece coğrafi veriyle çalışan kurumların potansiyeli irdelenerek ortaya çıkacak sonuçla ilgili bir Konumsal Veri Altyapısı (KVA) yaklaşımı belirlenmiştir.Geographic Information Systems (GIS) and its reduced form for cities called as Urban GIS City became an indispensable element in order to figure out the growing and complex problems of local government due to urbanization. Because the unavailability of not using the information actively, difficulties of reaching to exact information and the lack of specialized personnel to manage those informations create a big problem at the public institutions and organisations who manage the city. In this sense, the scope of work as the example of Istanbul Metropolitan Municipality in Turkey, current situation of local geographic data producers and potential users has been evaluated about the production , usage and sharing of the data. Thus, a Spatial Data Infrastructure (SDI) approach is determined depending on the result emerging from the examination of the potential at institutions who is working with the geographic data.
