Özet
Toplu taşımacılık, kişisel araç kullanılmadan yapılan yolculuklar için kullanılan tüm ulaşım sistemlerine verilen genel addır. Bu taşıma sisteminde birden fazla yolcu taşınmakla, enerji tasarrufu yapılır. Toplu taşımacılık, şehir içi ve şehirlerarası olabilir. Toplu taşımacılık, genel olarak tren ve otobüs için kullanılsa da, havayolları, feribotlar ve dolmuşları da kapsamakta, halkın bir yerden başka bir yere ulaşımını sağlamayı amaçlamaktadır.  Kent içi toplu taşımaya ilk örnek 1829'da Londra'da hizmete açılan atlı otobüslerdir. Bu otobüsler şehrin ihtiyaçlarına göre 2 katlı ve 3 at tarafından çekilen aynı zamanda 20 yolcu kapasiteli otobüsler olarak tasarlandılar. Aynı tarihlerde Paris'te 14 yolcu kapasiteli atlı otobüsler kullanılmaya başlamıştır. 1832'de Newyork'ta ilk atlı tramvay seferleri başladı. Atlı tramvaylar Amerika'da Avrupa'ya göre daha yaygın bir şekilde kullanılmışlardır. Toplu taşımanın yaygın hale gelmesi ekonominin daha iyi kullanılmasına ve şehir merkezlerinde çalışan nufüs için banliyölerin oluşturulmasına imkân vermiştir. Atlı tramvaylar atlı otobüslere göre daha düşük sürtünme direnci sağlamaktaydı. Böylece at gücü daha verimli kullanılabiliyordu. Aynı zamanda yüksek yolcu kapasitesi ve konfor, küçük tekerlek, düşük taban, geniş gövde, düşük işletme giderleri gibi avantajları atlı tramvayların daha yaygın kullanılmasının başlıca nedenlerindendi. Siemens 1879 yılında ilk elektrikli tramvay protitipini geliştirdi ve 1881'de ilk elektrikli tramvay Berlin'de işletmeye alındı. Yurdumuzda ise ilk olarak 3 Eylül 1872 yılında işletmesini Dersaadet Tramvay Şirketi'nin yaptığı atlı tramvay olarak başlayan Galata-Tophane-Kabataş-Beşiktaş-Ortaköy hattı toplu taşımaya örnek olarak açılmıştır. İstanbul'da otobüsle toplu ulaşım Beyazıt-Karaköy arasında dört adet Renault-Scania otobüsü ile 1926 yılında başladı.  Yurdumuzda sanayinin şehirlerde gelişmesiyle özellikle 1960'larda köylerden şehirlere başlayan nufüs göçü, şehirlerde yeni yerleşim planlarının yapılmasına ve buna paralel olarak da yeni ulaşım sistemlerinin kurulmasına neden olmuştur. Bu göç dalgası şehir nüfusunu hızla arttırmıştır. Şehir nüfusunun hızla artması ve ortaya çıkan ulaşım talebi insanların gidecekleri yere daha büyük kapasitedeki ulaşım araçlarıyla sevkedilmelerini gerektirmiştir. Daha önce de kullanılan düşük kapasiteli ve belirli bir sisteme tabi olmayan toplu taşımacılık, yüksek kapasitelerde ve bir sisteme oturtularak yapılmaya başlanmıştır. Bu çalışmanın ana amacı kent içi raylı sistemler ile metrobüs sisteminin işletme maliyetleri incelenmesidir. Çalışmada kentiçi raylı sistemler olarak T1 Bağcılar-Kabataş tramvay hattı, T4 Topkapı-Habibler tramvay hattı, M1 Aksaray-Havalimanı hafif metro hattı, M2 Şişhane-Hacıosman metro hattı ve M3 Kirazlı-Olimpiyat metro hattı ve M4 Kadıköy-Kartal metro hattı incelenmiştir. Metrobüs sistemi olarak ise İstanbul metrobüsü örneği fazlarıyla birlikte incelenmiştir. Çalışmada kentiçi raylı sistemlerle ilgili bilgiler için hatların işletmecisi olan İstanbul Ulaşım A.Ş.'den alınan maliyet tabloları kullanılmıştır.  Çalışmada kullanılan metrobüs sistemi ile ilgili bilgiler ise hattın işletmecisi olan İ.E.T.T.'den alınmıştır. Bu tablolar işletme maliyetleri alt başlıklarına göre ve bazı kabuller yapılarak yeniden ayrıştırılıp düzenlenmiştir.  Çalışmada kullanılan yolculuk bilgileri, araç kilometreleri, yapılan bakım ve tüketilen elektrik miktarı gibi diğer veriler de İstanbul Ulaşım A.Ş.'nin ve İ.E.T.T'nin ilgili birimlerinden alınmıştır.  Çalışma beş bölümden oluşmaktadır. Giriş bölümünü izleyen ikinci bölümünde İstanbul'daki toplu taşıma sistemleri genel olarak tanıtılıp, çalışma için incelenen hatlara ait bilgiler verilmiştir. Üçüncü bölümde çalışmadaki maliyet analizinin nasıl yapılacağına dair metodoloji anlatılmıştır. Dördüncü bölümde İstanbul'daki toplu taşıma sistemi maliyetlerinin analizi üçüncü bölümde belirtilen metedolojiye göre yapılmıştır. Bu bölümde tanıtılan kentsel raylı sistemlerin maliyetleri enerji, personel, bakım-onarım, tesis, yönetim giderleri gibi alt başlıklar altında, İstanbul Ulaşım A.Ş.'den ve alt birimlerinden alınan maliyet tabloları incelenmiş, bu tablolara ve bu tablolardan elde edilen değerlere göre sistemlerin birim maliyetleri hesaplanmıştır. Ayrıca, bu bölümde metrobüse ait işletme maliyetleri'de İ.E.T.T.'den alınarak incelenmiş ve birim maliyet analizi yapılmıştır. Beşinci yani sonuç bölümünde ise, çalışma konusu kentsel raylı sistemlerde işletme maliyetlerinin karşılaştırılması yapılarak, sistemlerin işletme maliyetini azalmaya yönelik öneriler getirilmiştir.
In this study, operating cost of urban railways and BRT systems have been researched. T1 Bağcılar-Kabataş tramline, T4 Topkapı-Habibler tramline, M1 Aksaray-Airport light rail, M2 Şişhane-Hacıosman metro, M3 Kirazlı-Olimpiyat metro, M4 Kadıköy-Kartal metro have been evaluated as urban railways. As a BRT example, İstanbul BRT line have been studied with its phases. The operating result tables used for urban rail that taken from İstanbul Ulaşım A.Ş which is the operating firm of İstanbul urban railways. Operating information related with BRT system are derived from İ.E.T.T. which is the operating firm of İstanbul BRT system. Operating costs of these tables are separated and re-arranged by subtopics, and some assumptions are made. The information about travel information, vehicle mileage, maintenance, and the amount of electricity consumed that used in the study is derived from the related units of İstanbul Ulaşım A.Ş. and İ.E.T.T. The study consists of five chapter. The first chapter is introduction. In the second chapter, mass transport modes in İstanbul are mentioned and information about the lines are operated in Istanbul is given. In the third chapter, methodology that is used in the study is represented and detailed in terms of comparison. In the fourth chapter, operating cost of Istanbul urban railways are evaluated and unit operating cost are calculated per each urban railway in the subtopic like energy, personnel, maintenance, repair, installation, and administrative expenses. Also, in this chapter, operating cost of BRT are taken from İ.E.T.T. and are evaluated and unit operating cost are calculated per each urban railway in the subtopic like energy, personnel, maintenance, repair, installation, and administrative expenses. Also in this chapter, comparison of BRT and urban railways among themselves and among the related systems in the worldwide is made. The comparison has three parts. First one is comparison is cost per passenger on each line. The second comparison is cost per vehicle-km. Third one is cost coverage ratio. All these comparison is studied between the same modes, among the modes in İstanbul and among the related modes in the worldwide. At the last chapter, conclusions are made and suggestions are made about the way of decreasing of urban transportation systems operating cost.   Urban transport systems must be fast, reliable, comfortable and have low operating cost. The main aim of the operating companies should be provided fast, reliable and comfortable transportation. Technology and operating condition that is more effective should be provided to reach this aim. The study compares urban railways and bus rapid transit systems in İstanbul. Tram, light railway and metro are considered as urban railways. Comparison are made by means of operating cost. Cost per passenger, and cost per vehicle-km are taken as units. All costs are taken from related operating companies and are compared and illustrated. Abroad urban rail system cost is taken as calculated from their respective sources.  When comparing operating costs, the cost are calculated in terms of rates that is written below the related tables. In 2011 occurred the sudden rise in the dollar exchange rate against Turkish liras. This cause the operating costs of the relevant year has been lower in rate of U.S. dollar.  T1 Kabataş-Bağcılar and T4 Topkapı-Habibler, which are tram lines in İstanbul is necessary to examine separately. Tram lines are usually operated single vehicle worldwide, but T1 are operated two combined vehicles and T4 are operated 3 combined vehicles. This situation increases the cost per vehicle-km.  Among the tramlines, T1 tramline is special. It has much more passenger transport volume when it is compared with the similar European tramlines. In fact, this volume is well over the passenger transport volume of subway system. Therefore, it is useful to keep T1 tramline separate from other tram systems. Cost per passenger of T1 is 0,49 $ and cost per passenger of T4 is 0,88 $ in 2012. Average cost per passenger in Istanbul is 0,68 $ in 2012.  In London, the average cost per passenger for the tramlines is 1,48 $ in 2000, in Montpellier the average cost per passenger for the tramlines is 0,74 $ in 2008, in Vancouver  the average cost per passenger for the tramlines is 0,51 $ in 2009. In the light of this information, T1 has lower cost per passenger. On the other hand, T4 has the higher cost per passenger among the tramlines except London. Development level and gross national product of countries, passenger numbers of lines and age of lines are the factors that affect cost per passenger. The reasons that the average cost in Istanbul low among the others are lines is relatively new, the labor force is cheaper and more energy efficient technologies is used. When M1 Aksaray-Airport light rail line compared the similar in the worldwide in terms of operational cost, it is almost same with examined light rail lines. Cost per vehicle-km is evaluated, M1 has 14,22 $ cost per vehicle-km in 2012. The same value in 1999 is 7,67 $ in Dallas, 7,18 $ in Denver, 8,47 $ in Los Angeles and 7,17 $ in New York. For reliable evaluation of costs, inflation in the related cities should be taken into account. All the related cities is in U.S.A. and if inflation rate is taken 5% per year , the real value of costs per vehicle-km for the cities are around 14-15 $. When cost per passenger of subway systems in İstanbul are compared with the similar systems in the world, M2 has similar or even lower cost per passenger among examined cities. In M2 subway line, cost per passenger is 0,49 $ in 2012. The same value is 0,19 $ for Santiago, 0,34 $ for Singapore, 0,61 $ for Hong Kong, 0,49 $ for Buenos Aires and 0,44 $ for Seul in 2002. If inflation rate is considered 5% per year, M2 has lower cost per passenger than all Latin America countries except Santiago. In addition, M2 has higher cost per passenger than Far East countries like Seul. Cheaper labor force and relatively construction are the main reasons of this situation.  Except the urban railways, there are BRT systems for mass transport in the cities. Bus Rapid Transit (BRT) system is a rapidly spreading transportation system; which became popular among public transportation systems in the last 10 years. Aim of the system is to operate public transportation vehicles on a separated road allocated to them; so they are not affected by the usual traffic. By this means, public transportation is faster and the travel time is decreased. Also, by preferring high capacity, environmental friendly and faster public transportation vehicles, the performance and passenger comfort of BRT systems are increased. Today, some BRT systems approach to the light rail systems' capacity. The BRT running way can be separated physically from the usual traffic flow or can be separated by road marking. This is the most effective component on the system cost. This component also affects the capacity and speed of the system. BRT running ways can be built next to highways, in the medians of arterial streets, in abandoned rail corridors, and in tunnels. The BRT running ways have separation level, road marking and lateral guiding characteristics. If separation level is increased, speed and safety of the system will increase. Road marking is used for separating the bus flow in BRT system from the general traffic flow. Additionally, lateral guiding controls the side-to-side movement of vehicles along the running way. BRT system in Istanbul is operating between Söğütlüçeşme and Beylikdüzü stations. The system is 52  kilometers long and has 45 stations. In this system there are six lines: Line 34 operates between Avcılar and Zincirlikuyu, Line 34A between Cevizlibağ and Söğütlüçeşme, Line 34G between Beylikdüzü and Söğütlüçeşme, Line 34Z between Zincirlikuyu and Söğütlüçeşme, Line 34C between Beylikdüzü-Cevizlibağ, and Line 34B between Beylikdüzü-Avcılar. Avcılar, Edirnekapı, Zincirlikuyu and Söğütlüçeşme stations have terminal station function, as they are the starting points of the lines. The BRT system carried 700.000 passengers daily in December 2012. The system operates at capacity in the peak hours.  As compared to other BRT systems in the world, Istanbul BRT system is behind the systems in some cities, including Bogota, Curitiba, Jakarta and Guangzhou, regarding the system components. However, with an average commercial speed of 40 kph, it is one of the fastest systems in the world.  Istanbul BRT system's running way is separated from normal traffic flow with bollards and steel cables. Also, the BRT system has two lanes for each direction. There are 5 terminal stations: Beylikdüzü, Avcılar, Cevizlibağ, Zincirlikuyu and Söğütlüçeşme. The system has no crossing lanes, therefore, when a vehicle is broken down or an accident happens, whole system stops with long vehicle queues.  BRT system in Istanbul has 45 stations which are nearly 60 meter long and 4 meter width. Stations are in the middle of the system, so passengers have to use overpasses and underpasses for accessing the system. Overpasses' widths were not enough when the system began to operate. A number of re-designing and improvement of overpasses have been made while the system is operating. These inadequacies have affected the system's image negatively. Park-and-ride use (passengers who access the stations by own cars) is very low in the system.  Avcılar, Mecidiyeköy, Söğütlüçeşme, Zincirlikuyu, Şirinevler, Edirnekapı and Sefaköy stations are being used mostly. Average distance between stations is 1210 meters which is higher than world average of 881 meter. When cost per passenger of BRT system in İstanbul is compared with the similar systems in the world, Metrobüs has lower cost per passenger among examined cities. In Metrobüs line, cost per passenger is 0,50 $ in 2012. The same value is 0,41 $ for Denver, 0,34 $ for Houston, 0,44 $ for Minneapolis, 0,55 $ for Pittsburgh, 0,57 $ for Portland, and 0,44 $ for San Diego in 2009.
