Özel Sektör Yatırım Projelerinde Proje Yönetimi Anlayışı İle Kontrollük Hizmetleri Uygulaması

Abstract

Bu çalışmada, bir alışveriş merkezi inşaatı projesinde görev alan Kontrol firmanın bu projenin yapım aşamasında Yapım Yönetimi işlevlerinden Proje/Sözleşme Yönetimi, Kalite Yönetimi, Maliyet Yönetimi ve Zaman Yönetimi kapsamında oluşturduğu ve yürüttüğü prosedürler, gerçekleştirdiği uygulamalar tariflenmiş, bu uygulamalara yön veren önemli kriterler vurgulanmış, uygulanan raporlama sistemleri detaylı bir şekilde açıklanmıştır. Sonuçta yapılan değerlendirmede kalite ve maliyet yönetimi ile raporlama konularında başarı elde edildiği görülmüş, maliyet yönetimi ve maliyet raporlaması konusunda yapılan bir hata ortaya konmuş ve doğru uygulamanın nasıl olması gerektiği belirtilmiştir. Ayrıca Yapım Yönetimi işlevlerinin başarı elde etmesi için bu işlevlerin projenin tasarım öncesi geliştirme aşamasından itibaren uygulanmaya başlamasının, tasarım ve ihale aşamalarının yapım aşamasına olan etkileri nedeniyle çok önemli ve gerekli olduğu sonucu ortaya konmuştur.This study covers a Control Engineer’s efforts to build-up and implement the standard and procedures for basic Construction Management functions such as Project/Contract Administration, Quality Management, Cost Management and Time Management in a shopping mall construction project. It outlines the real-world applications of these procedures in the construction phase, while explaining the driving criterion and reporting system. The quality and cost management with reporting and contract administration functions have been evaluated in the conclusion of this study. Despite the application of these functions proved overall success, this study revealed some mistakes and suggested the necessary work-around to eliminate these mistakes. This study concludes that for a successful Construction Management practice, the management functions should be implemented at the very beginning of the project – even before the pre-design phase - due to the impacts on the preceding design, procurement and construction phases.
