Sultanahmet Akbıyık Mahallesinde Koruma Yaklaşımlarının, Potansiyellerin Ve Sorunların İrdelenmesi

Abstract

Bu çalışmanın amacı, koruma konusunda dünyada ve Türkiye’deki yaklaşımları irdeleyerek daha sonra Türkiye ve İstanbul’da tarihi ve kültürel açıdan önemli bir yeri olan Sultanahmet’i inceleyip burada koruma konusundaki sorunları saptayarak, tarihi çevre koruma konusunda yaşanan problemlere ışık tutmak ve çözüm konusunda öneriler getirmektir. Çalışmada önce, koruma kavramı üzerinde durulmuş, daha sonra dünyada koruma konusunda gelişmeler, hedefler ve ilkeler incelenmiştir. Ardından, Türkiye’de koruma konusunda gelişmeler, yapılan çalışmalar ve sorunlar irdelenmiştir. Bu incelemelerden sonra, çalışma alanı olan, İstanbul’un Dünya Miras Listesi’nde yer alan tarihi alanlarının önemli bir parçası Sultanahmet’in incelenmesine geçilmiştir. Sultanahmet Akbıyık Mahallesi’nde koruma konusundaki sorunları belirlemek ve tarihi eserlerin muhafaza edilerek gelecek nesillere ulaşabilmesi için yapılması gerekenleri belirleyebilmek için fiziksel ve sosyal analizler yapılmıştır. Fiziksel analizler bölgenin fiziksel özelliklerini incelemeye yarayan tespit çalışmalarını, sosyal analizler ise bölgede yaşayan ve çalışanlar ile yapılan anket çalışmalarını içermektedir. Bütün bu analiz çalışmalarından, koruma konusunda Türkiye’de oldukça önemli bir bölge olan Sultanahmet’te de önemli koruma sorunlarının bulunduğu saptanmıştır. En önemli sorun, koruma bilincinin tam olarak yerleşmemesinden dolayı, bakımsızlık veya hatalı kullanım nedeniyle pek çok tarihi eserin zarar görmesidir. Bu konuda çözümler ve öneriler, tez kapsamında sunulmaktadır.The purpose of the study is to discuss the problems of conservation in historic centers and to propose suggestions for solution of the problems by examining the approaches to conservation in the world and in Turkey, then investigating Sultanahmet, as a major cultural and historical case for Istanbul. The first phase of the study was, dwelling upon the definition of “conservation” term, and the examination of the evaluation of world approach to conservation, aims, principles and actions about conservation. Then, the evaluation of the approach to historical preservation in Turkey has been investigated by examining the principles, actions and problems about conversation until the present stage reached in Turkey. After these examinations, the research place Sultanahmet, which is in the historical past of Istanbul, inscribed in The World Heritage List, has been investigated. Physical and social analyses have been made in the area for finding the problems about conservation and suggesting what should be done for preserving the historical and cultural monuments for further generations. The physical analyses contain the determined physical characteristics of the Sultanahmet Quarter. The social analyses contain public surveys of the people living and working in the Sultanahmet Quarter. After those analytical studies, important problems about conservation have been determined in Sultanahmet, which has importance about conservation in Turkey. The most important problem is the destruction of historical monuments by neglect or false usage, because of not having sufficient awareness of conservation. The suggestions and proposals have been put forward under the scope of the thesis.
