Savaş Gemilerinin Maliyetlerinin Azaltılmasında Bilgi Yönetimi

Abstract

Bu çalışmada, Bilgi Yönetiminin, savaş gemilerinin maliyetlerinin azaltılmasında yarar sağlama olasılığı olan alanların incelemesi yapılmıştır. Bu amaçla öncelikle Bilgi Yönetimi yaklaşımı gözden geçirilmiştir. Savaş gemisi oluşturma safhaları ve ilişkili maliyetler, maliyet azaltma fırsatlarını aydınlatacak şekilde belirtilmiştir. Dizayn fonksyonunun gemi maliyetleri üzerindeki önemi belirlenerek, Bilgi Yönetim Sisteminin taslağı buna göre şekillendirilmiştir. Dizaynın hangi tür bilgilerle beslenmesi gerektiği saptanmış ve açıklanmıştır. Yeni bilgi yaratımının taşıdığı önem nedeniyle bu konuya geniş yer verilmiştir. İki uygulama çalışması yapılmıştır. İlki, maliyetlere karşılık gelen performans farklılıklarının askeri değerlerinin saptanması amacıyla, en uygun alternatifin belirlenmesinde karar verme çalışmasıdır. Bu çalışmada Bulanık Çok Öz-nitelikli Karar Verme tekniği kullanılmıştır. İkincisi ise Sahil Güvenlik gemilerinde personel azaltma çalışmasıdır. Bu çalışmada Tümden Gelim Gereksinim Analizi yapılmıştır.In this study, the examination of the fields where Knowledge Management may benefit in the area of the reduction of naval ships’ costs. For this purpose, the Knowledge Management approach has been reviewed first. Naval ship constituting phases and related costs were described in order to enlighten cost reduction opportunities. Determined that the design function is of great importance for ship costs, the Knowlegde Management System sketch was formed due to this fact. The types of knowledge that design needs to be nourished are determined and explained. For the reason that new knowledge is of great importance, the subject is explained in detail. There are two application studies. The first one is a decission making study for definining the best alternative in order to asses the military value of performance differentials versus the costs. In this application Fuzzy Multiple Attribute Decission Making technique was used. The second is mannig reduction study for Coast Guard ships. For this study Top Down Requirements Analysis was applied.
