ÖgeRevisiting the impact evaluation of women’s empowerment : a MCDM-based evaluation indicator selection framework proposal(Springer, 2024) Yıldırım, Nihan ; Köroğlu, Fatma ; 0000-0002-6279-3849 ; 0000-0002-3367-1308 ; İşletme MühendisliğiWomen’s empowerment programs play a critical role in achieving the United Nations’ (UN’s) sustainable development goal of “Gender Equality”. However, non-profit organizations (NPOs) running women’s empowerment (WE) programs face challenges in monitoring, assessing, and evaluating the social impact (SI) and program performance due to the lack of solid guidelines. This study aims to analyze the impact and outcome evaluation indicators of WE programs by providing a quantitative tool. A multi-criteria decision-making (MCDM) model is proposed to identify and prioritize the performance indicators by utilizing Fuzzy TOPSIS (FTOPSIS) and Fuzzy AHP (FAHP) in a combined methodology. Results validated the identification and classification of the indicators by their importance and viability. In a qualitative study with NPOs working on WE in Turkey, social impact and outcome evaluation indicators are defined and ranked by criteria set in the proposed combined MCDM framework. The study aims to contribute to the theoretical frameworks and practices on social impact and outcome evaluation of women’s empowerment

ÖgeCareer paths of the International Mathematics Olympiad (IMO) medalists(Springer, 2024) Yuret, Tolga ; 0000-0002-6667-3465 ; Ekonomi BölümüEach year, six exceptionally talented high school students from each country participate in the International Mathematics Olympiad (IMO). We thoroughly searched the internet to find the career paths of 2785 IMO medalists who participated in the competition from 1986 to 2005. We have found that the career paths of IMO medalists depend on their home country, despite their similar levels of mathematical talent. For example, the extent to which medalists studied abroad varies significantly among countries in the same geographical region and with comparable income levels. We also found that there is a high concentration in medalists’ foreign education. For example, MIT educated more foreign medalists than any country except for the United States both at the undergraduate and Ph.D. levels. Roughly half of the medalists ended up working abroad. Education is found to be an important channel for the migrant medalists. Although majority of the medalists were educated in mathematics, more than three quarters of their non-academic jobs are either software or economics-finance related jobs. Most medalists who became academics are specialized in mathematics. While the rate of becoming a mathematician academic is not dependent on the income level of the medalists' home country, those from higher-income countries tend to have higher academic performance.

ÖgeRefugee entrepreneurship: resolving multi-contextuality and differential exclusion(Springer, 2024) Yetkin, Uğur ; Tunçalp, Deniz ; 0000-0002-6619-531X ; 0000-0003-4790-5512 ; İşletme MühendisliğiThis study examines the multi-contextual dynamics of refugee entrepreneurship through the lens of embeddedness. It attempts to explain the interplay of inclusion and exclusion within a host society. For this purpose, the study qualitatively analyses the narratives of 39 Syrian refugee entrepreneurs and four critical informants in Türkiye. Our findings reveal a diverse set of refugee entrepreneurs, categorized into survival, ethnic-targeting, and integrating entrepreneurs, based on their motivations and level of embeddedness. Interestingly, as refugee entrepreneurs become more embedded in the host country, they experience increased exclusion due to various societal factors. To navigate these challenges, entrepreneurs continually negotiate their societal position using innovative strategies to combat exclusion. Our study incorporates social, political, institutional, and spatial contexts across host, home, and third countries. Thus, it extends the embeddedness literature by highlighting refugee entrepreneurs' multi-layered and multi-locational embeddedness. Our findings also emphasise the significant role of political embeddedness, which Research often overlooks. Differentially excluding refugee entrepreneurs from society and their counter-strategies are closely tied to their limited political embeddedness. Finally, we discuss the ethical and policy implications of promoting the inclusion of refugee entrepreneurs and contributing to the United Nations' Sustainable Development Goals. We argue that clear integration policies, removal of institutional barriers, and international cooperation are necessary.

ÖgeOvercoming alphabetical disadvantage : factors influencing the use of surname initial techniques and their impact on citation rates in the four major disciplines of social sciences(Springer, 2024) Öz, Ali Barış ; 0009-0007-9993-1284 ; Ekonomi BölümüThis study investigates the factors influencing surname initial techniques in academic publications and their impact on citation counts. Focusing on the disciplines of Economics, Psychology, Political Science, and Sociology, we utilized data from the top 500 universities listed in the Shanghai List. Examining 70.377 academic publications from 2.278 academics published between 2011 and 2020, the study reveals that alphabetical ordering is more prevalent in Economics and Political Science. Academics with surnames placed at the beginning of the alphabet in these fields experience increased visibility and recognition. Conversely, those with surnames placed at the end of the alphabet face disadvantages and often employ strategies such as changing surname initials, using hyphenated surnames, or adding prefixes to improve their positioning in the author list of the article. These strategies, influenced by factors like the number of authors, country of origin, gender and whether the advantage is gained or not in positioning of author list, help mitigate the unfairness caused by alphabetization and positively contribute to authors’ citation statistics.

ÖgeThe effect of social transfers on income inequality and poverty in Türkiye(Springer, 2024) Selim, Raziye ; Küçükçifçi , Suat ; 0000-0002-0277-1752 ; İşletme MühendisliğiThis paper examines the effects of social transfers on inequality and poverty in Türkiye. We use Income and Living Conditions Survey that is conducted by TurkStat each year from 2006 to 2018. The social transfers include in cash and in-kind transfers from government to households. The standard budget incidence approach is used in the analysis. The redistribution impact of social transfers is measured using Gini coefficient and Suits coefficient and relative poverty rate. The equivalence scale adjustments are used for inequality and poverty estimations, and it is accepted as relative poverty approach. Pension income is the main factor that influences on reducing inequality and poverty. The inequality-reducing effect of pension income increased over time from 2005 to 2017. We also apply logistic regression analysis for 2018 SILC Survey. According to the logistic regression analysis, social transfers have the effect of reducing the probability of being poor in Türkiye.

ÖgeFundamental problems in the peer-review process and stakeholders' perceptions of potential suggestions for improvement(Wiley, 2024) Kadaifci, Cigdem ; Isikli, Erkan ; Topcu, Y. Ilker ; orcid.org/0000-0001-6900-5238 ; orcid.org/0000-0002-8319-8782 ; orcid.org/0000-0001-9717-7854 ; Endüstri MühendisliğiAcademic papers are essential for researchers to communicate their work to their peers and industry experts. Quality research is published in prestigious scientific journals, and is considered as part of the hiring and promotion criteria at leading universities. Scientific journals conduct impartial and anonymous peer reviews of submitted manuscripts; however, individuals involved in this process may encounter issues related to the duration, impartiality, and transparency of these reviews. To explore these concerns, we created a questionnaire based on a comprehensive review of related literature and expert opinions, which was distributed to all stakeholders (authors, reviewers, and editors) who participated in the peer-review process from a variety of countries and disciplines. Their opinions on the primary issues during the process and suggestions for improvement were collected. The data were then analysed based on various groups, such as gender, country of residence, and contribution type, using appropriate multivariate statistical techniques to determine the perceptions and experiences of participants in the peer-review process. The results showed that unethical behaviour was not uncommon and that editors and experienced reviewers encountered it more frequently. Women and academics from Türkiye were more likely to experience ethical violations and perceived them as more ethically severe. Incentives and stakeholder involvement were seen as ways to enhance the quality and impartiality of peer review. The scale developed can serve as a useful tool for addressing difficulties in the peer-review process and improving its effectiveness and performance.

ÖgeTrade policy review of Turkey(Wiley, 2024) Altay, Serdar ; orcid.org/0000-0003-3603-6729 ; Ekonomi BölümüThis paper examines the WTO's 2023 Trade Policy Review (TPR) of Turkey, covering 2016–2022. As Turkey marked its centenary in 2023, the TPR allows for critical reflections on Turkey's global and European economic integration and its evolving economic policies. The review period witnessed key developments: heightened tensions with the European Union (EU), the country's transition into a presidential system, and the impacts of COVID-19 and the Ukraine war. Turkey continued its state-led development and proactive industrial policy post-Global Financial Crisis, aiming to reduce the current account deficit, diversify exports, advance technological sophistication and enhance its position in global value chains (GVCs). Recently Turkey has further aligned its import–export regimes and trade negotiations with these strategic goals, increasing its Most Favoured Nation tariffs and adopting localisation strategies to support key sectors. Turkey navigated the pandemic effectively, bolstering its role in global supply chains, as indicated by its increased trade-to-GDP ratio. This underscores its economic resilience and strategic location. However, Turkey's trade policies are increasingly diverging from those of the EU, its main trade and supply chain partner and Customs Union ally. Turkey's new Regional Trade Agreements aim for deeper sectoral integration with partners other than the EU.

ÖgeA systematic literature review: setting a basis for smart and sustainable city performance measurement(Wiley, 2024) Karal, Fatma Sena ; Soyer, Ayberk ; orcid.org/0000-0002-1141-8934 ; orcid.org/0000-0002-4429-3525 ; Endüstri MühendisliğiThe growing amount of data and the inventive solutions that arise from it create opportunities to construct and manage smart sustainable cities. Before attempting to establish appropriate solutions in this regard, it is crucial to clearly grasp what smart and sustainable cities are and the aspects around which they are built. The purpose of this study is to critically analyze and evaluate the studies that have been conducted on smart and/or sustainable cities and to provide a basis for the measurement of smartness and sustainability of cities. In this context, using Systematic Literature Review (SLR) methodology, the smart city, sustainable city, and smart sustainable city concepts are firstly defined. After that, the indicators for the assessment of the smartness and sustainability of cities and the selection processes of these indicators are analyzed. According to the analysis, the studies were grouped based on the use of (i) selection criteria, (ii) selection methods/tools, and (iii) models used and 14 criteria were deduced from the literature for the evaluation of performance assessment indicators: measurability, availability, completeness, relevance, independence, reliability, currency, responsiveness, simplicity, representativeness, cost-effectiveness, consistency, comparability, and consensus. This study aims to support other studies and applications of authorities on creating and assessing a smart and sustainable city (i.e., the indicators) that want to join the 2030 Agenda but face problems regarding their cities' specific conditions. The first step towards creating a smart sustainable city can be taken by determining the most suitable indicators for the city.

ÖgeMultiple faces of labour market segmentation within the Turkish construction industry(Cambridge University Pres, 2024) Gültekin, Derya ; Hisarcıklılar, Mehtap ; Yusufi, Ferimah ; https://orcid.org/0000-0003-1391-2431 ; https://orcid.org/0000-0002-2313-1375 ; https://orcid.org/0000-0001-7293-4310 ; İşletme MühendisliğiThis study explores labour market segmentation within the Turkish construction industry, in a developing country context characterised by refugee influxes and heightened earthquake risks. We apply statistical and regression analyses using 2002–2020 Household Labour Force Survey data to explore segmentation with a specific focus on payment, job type and social security enrolment. The findings reveal a segmented labour market where the progress in regular, permanent and registered employment in the 2000s failed to encompass most construction workers. Lower wages, and temporary and unregistered work are more common among the youngest and oldest workers, those with poor education and qualification levels, immigrants, and those employed by micro enterprises. The construction industry lags behind both manufacturing and services in terms of registered and permanent employment rates and average wages. The prevalence of workers in elementary jobs with little education highlights the ongoing challenge of ensuring a highly skilled workforce, while reconstruction activities in earthquake-prone zones and the demand for urban transformation in Türkiye are increasing. We argue that improvements in working conditions constitute an urgent restructuring component in the sector for elevating the status of construction jobs, addressing the shortage of skilled labour and ensuring a high-quality building stock that upholds the right to a secure life in Türkiye.
