This phenomenon of change, which is observed in many areas, is also the case for agricultural lands, which are one of the most basic resources of the ecosystem and food production. The way to ensure the sustainability of agricultural areas by using them in accordance with their purpose is to first understand the process of change in agricultural areas and to produce appropriate solutions by recognizing the driving forces. In this thesis, it is aimed to identify the factors that cause the change in the existing agricultural lands in Turkey, to analyze the current problems experienced through legal bases (legislation and policies), implementers (plans/local governments) and other actors, to reveal the role of the planning discipline in the process, and to produce a policy model that can solve the current problems and address the sustainability of agricultural lands by considering the conservation/utilization balance. For this purpose, the analysis and evaluation of the variables related to agricultural lands at the scale of Turkey constitute the macro perspective of the study, while the examination of legal framework, policies, and current practices at the local scale constitutes the micro perspective. The study is based on a mixed-method approach using both quantitative and qualitative research methods. In the first part, it is tested whether the variables associated with urbanization such as population, economic development and transportation infrastructure are valid for the case of Turkey through quantitative data. For this purpose, a panel data analysis is conducted using TURKSTAT data compiled for 81 provinces between 2007 and 2022. In the second part of the report, an analysis was made on policies, legal framework and practitioners in the planning discipline in order to reveal what qualitative variables may be affecting the change in agricultural areas. For this purpose, local public institutions and non-governmental organizations that are considered to have a say in the planning of agricultural lands were identified and face-to-face semi structured, in-depth interviews were conducted with 11 experts. Interviews were organized around sub-themes such as the importance of agricultural lands, reasons for the change in agricultural lands, the most influential actors in the process, legal framework and solution proposals. The thesis focuses on the compatibility of legal binders for the protection of agricultural lands with existing economic and social policies, the impact of relevant stakeholders, changing priorities and how these will affect the sustainability of agricultural lands. While the study emphasizes the importance of producing policies that are compatible with each other by considering the goals from national to local scale as a whole, it will remain valid and important in terms of revealing that the most important way to achieve the targeted prosperity in every field is based on the harmony of policy and implementation practice.
