Gelişme Alanlarında Ekolojik Kentsel Yerleşim Kriterlerinin Belirlenmesi Ve İmar Planı Kapsamında Yorumlanması: Ömerli Havzası - Sancaktepe Örneği

Abstract

Çalışma iki aşamadan oluşmaktadır. Çalışmanın ilk aşamasında elde edilen ekolojik yerleşim planlama kriterleri, ikinci aşamada alan çalışmasında mevcut imar planı dikkate alınarak uygulanmaya çalışılmıştır. Çalışmanın kuramsal kısmında, küresel çevre problemleri karşısında kent planlaması için kapsamlı ekolojik kriterlerin oluşturulması hedeflenmiş ve yaygın şekilde kullanılan LEED, BREAM, Malcom Wells gibi listeler ve diğer literartür çalışmaları incelenerek kuramsal değerlendirmeler sonucu elde edilen bulgular yöntemiyle konu ele alınmıştır. Yapılan derlemeler sonucu kapsayıcı ekolojik yerleşim planlama kriterleri ve buna eklenen 3’lü ölçek (-1,0,1) ile ekolojik yerleşim değerlendirme listesi elde edilmiştir. Çalışmanın uygulama boyutunda ise mevcut imar planının bu kriterlere entegre edilmesi hedeflenmiş ve öncelikle kriterler mevcut imar planı kararlarının uygulandığı alanda sınanmış daha sonra mevcut imar planı kararlarının ekolojik boşluklarını doldurmak üzere kullanılmış ve son olarak imar planı yoğunluk kararlarının değiştirilmesi ile daha ekolojik bir yerleşim oluşturmanın mümkün olduğu gösterilmiştir.

This study aimed to define the criteria of ecological settlements in the green areas and try to make a model with the consideration of the recent planning policies in case study Ömerli waterbasin-Sancaktepe district. Ecological Criteria for the green areas has been generated by the consideration of well known certification lists such as Malcoms Wells, LEED, BREEAM and also literature survey additions. Ecological settlement assessment list has been developed by adding triple scala (-1, 0, 1) to the planning criteria. In the case study part, there has been aimed to integration of current planning policies to these criteria. Initially, there examined the current planning policies, and than there has been generated two ecological models, which one of them tries to develop the plan policies in an ecological way by being conservative to recent planning decisions in a district way and the second one tries to generate a new approach to the planning decisions. As a result of this study, there has been understood that it is possible to develop or generate an ecological settlement by integration of current planning policies to the ecologic planning criteria.
