Avrupa Birliği Entegre Kirlilik Önleme Ve Kontrolü Direktifi Ve Türkiye

Abstract

Bu çalışma, Avrupa Birliği Entegre Kirlilik Önleme ve Kontrolü Direktifi’nin, idareye ve sanayi sektörüne getirdiği yükümlülükleri ve söz konusu Direktife uyum çerçevesinde yapılması gereken çalışmaları ortaya koymayı amaçlamaktadır. Çalışma kapsamında, Entegre Kirlilik Önleme ve Kontrolü Direktifi incelenmiş, hem idare hem de sanayi sektörü için getirilen yükümlülükler ve ilgili Direktifin uygulanma esasları ortaya konulmuş, yükümlülükleri karşılamak amacıyla idare ve sanayi sektörünün ne tip çalışmalar yapması gerektiği belirlenmiştir. Konu kapsamında çimento üretimi yapan bir tesiste yapılan uygulama çalışması ile, tesisin Direktife uyum kapsamında yapması gereken yatırımlar belirlenmiş ve bu yatırımların maliyeti hesaplanmıştır. Uygulama çalışmasından hareketle, Türk çimento sektöründe Direktife uyum için yapılması gereken yatırımların maliyeti hakkında tahmini bir sonuç çıkarılmıştır.

This study aims at demonstrating the obligations brought by the European Union Integrated Pollution Prevention and Control Directive on the administration and industry sector and the actions to be taken within the framework of compliance with the said Directive. Under the coverage of the study, Integrated Pollution Prevention and Control Directive has been investigated, obligations brought for both administrative and industrial sector and the principals of the related Directive have been put forward, the issues such as what kind of actions should be taken in order to meet the obligations have been determined. Under the coverage of the study through a case-study conducted in an installation manufacturing cement, the invesments that must be realized within the framework of compliance with the said Directive have been determined and the cost of these investments has been calculated. Based on the case-study, an estimated result has been found about the costs of the investments that must be realized within the framework of the compliance with the said Directive in the Turkish Cement Sector.
