Tersanelerde Verimliliği Etkileyen Parametrelerin Fuzzy Ahp Yöntemi İle Analizi

Abstract

Üç tarafı denizlerle çevrili ülkemizde, ekonomik kalkınma açısından denizcilik sektörü görmezden gelinemez. Türkiye’nin denizciliğe son bir yüzyıldan daha uzun bir süredir uzak olduğu malumdur. Fakat tarihe ve günümüze baktığımızda, tarih sahnesinde var olabilmek, zengin ve ileri bir ülke konumunda bulunabilmek ancak denizlere hakim olmakla mümkündür. Gemi inşa sanayi, gelişmekte olan ülkelerin kalkınmasında lokomotif görev yapan önemli bir endüstri dalıdır. Tarihimizde ilk tersaneyi Anadolu Selçuklu Devleti’nin İzmir Beyi olan Çaka Bey, İzmir kıyısında yaptırmıştır. Osmanlı döneminde ise bulunulan coğrafyada devletin varlığını koruyabilmek için denizlere hakim olmanın hayati öneme sahip olduğu anlaşılmıştır. Bu nedenle Osmanlı’dan günümüze kadar denizcilik ve gemi inşa sanayi bazı dönemlerde kesintiye uğrasa da süregelmiştir. Çalışmada bu tarihsel sürece de değinilmiştir. Çalışmanın devamında ülkemizdeki ve dünyadaki gemi inşa sanayinin mevcut durumu kısaca özetlenmiştir. Globalleşen dünyada artık içe dönük bir ekonomik kalkınma modelinin başarılı olamayacağı ve bu durumun özellikle gemi inşa sanayinin son yıllardaki gelişimi ile çok yakından görülmektedir. Ülkemizin ekonomik kalkınmasına katkıda bulunacak sektörlerin başında gelen gemi inşa sanayinin uluslararası alanda rekabet ederek başarılı olması zorunlu hale gelmiştir. Bu da ancak sektörün dünya ile rekabet edebilecek ve verimliliği ön plana çıkaracak bir çalışma ile mümkün olabilecektir. Ülkemiz tersanelerinin, bu alanda ileri gitmiş ülkelerle kıyaslandığında, daha düşük bir verimlilikle çalışmakta olduğu görülmektedir. Verimlilik günümüzde ekonomik kalkınmanın, sosyal ilerlemenin ve yaşam standardı artışının tek kaynağıdır. Düşük verimlilik, enflasyona, ödemeler dengesinde açığa ve işsizliğe yol açarak pek çok sosyo-ekonomik olayı büyük ölçüde etkilemektedir. Bu çalışmanın hedefi, ülkemiz tersanelerinde verimliliği etkileyen parametrelerin belirlenerek sistemin aksayan yönlerinin ortaya konulmasına yönelik olmuştur. Bu kapsamda verimliliği etkileyen parametrelerin Fuzzy Analitik Hiyerarşi Proses (FAHP) Yöntemi ile analizi yapılmış ve bu parametrelerin etki değerleri ortaya çıkarılmıştır.

Maritime affairs in scope of economical development couldn’t be ignored in our country which is surrounded by sea on three sides. It is known that Turkey has limited interest on maritime since last century. When we examine the history and also today, it is clear that a country has to be the master of the sea around it to become a rich and developed country. Ship building industry is one of the locomotive industry branch for the developing countries. First shipyard of our history has been established in İzmir by the ruler “Çaka Bey” of City İzmir of Anadolu Selçuklu State. In the Ottoman period, it has been understood, that surviveness of the country was based on the dominating on the seas. Because of this reality, from the ottoman period till today, the maritime affairs and ship building industry have been continued, but with some interrupts. In this study, this historical process had been described in details. The actual status of ship building industry in our country and in the world has been also resumed. In this global world, a conservative economical development model has no chance to be successful and this situation has been already seen by the development of the ship building industry in the last years. One of the leading industries is the ship building industry in scope of the economical development of our country and it has to be successful with international competition. This could be possible with work on the increasing of the competitiveness and effectiveness of the sector. The comparison of our shipyards with the advanced ones, show us our low effectiveness. The effectiveness is the only source of development of the economy, social life and for higher standard of life. Low effectiveness causes inflation, the gap in the balance of payments and unemployment. This is the main influence on many socio-economical events. The aim of this study is to find out the parameters of the effectiveness which affect on shipyards in our country and show the improper of this system. In this scope, the parameters of effectiveness had been analized with “Fuzzy Analytic Hierarchical Process (FAHP) Method” and the affect values had been presented.
