Avrupa Birliği Sürecinde Türkiye Elektrik Enerjisi Sektörünün Yatırım Gereksinimi Ve Finansmanı

Abstract

Bu çalışma kapsamında Avrupa Birliği’ne tam üyelik sürecinde Türkiye elektrik enerjisi sektörünün yatırım gereksinimi irdelenmiştir. Bu amaç doğrultusunda Dünya ve Türkiye’de elektrik enerjisi sektörü tarihsel perspektifte incelenmiş, piyasa yapılarının gelişimi açıklanmıştır. Elektrik enerjisi sektörüne yapılacak yatırımların finansmanı konusunda uygulanmış olan yatırım modelleri incelenmiş ve Türkiye elektrik enerjisi piyasasının oluşturulması ile ilgili çalışmalara yer verilmiştir. Elektrik enerjisi sektörüne yapılacak yatırımların gerçekleştirilme süreleri ve maliyetleri göz önüne alındığında, yatırım planlamasının önemi açıkça ortaya çıkmaktadır. Bu kapsamda elektrik enerjisi talebinin belirlenmesi, sektöre ilişkin verilecek yatırım kararlarının en temel adımıdır. Bu amaç doğrultusunda farklı gelecek senaryoları kurularak, senaryo planlama yöntemleri açıklanmıştır. Söz konusu senaryolar kapsamında 2025 yılı için ülkemiz elektrik enerjisi talebi hesaplanmış, elektrik enerjisi talebinin karşılanması için gereken yaklaşık yatırım tutarları ortaya konmuştur.

Investment requirements of Turkish electric power industry from the European Union perspective are evaluated within the context of this study. To this end, first, the power market and the structural developments thereof in Turkey and in the world are discussed from a historical point of view. Secondly, actions that are taken in order to create a Turkish electric power market are discussed and investment models employed in financing of the power market investments are examined. When the implementation period and the cost of investments to be made in the power market industry are taken into account, the significance of investment planning becomes evident. Therefore determining the electric power demand is the most essential of the decisions to be made considering the investment. As a result, scenario planning techniques are utilized to construct several future scenarios with the help of which the electric power demand of Turkey for the year 2025 is determined as well the cost of the required investments that are needed in order to meet that demand.
