dc.description.abstract Strong seismic events damage the built environment that includes also the lifeline systems. Having an earthquake resistant infrastructure system is crucial. One of the most important infrastructures needed in the complex aftermath of a strong earthquake is the water mains that supply potable water to the citizens. Even if the houses are inhabitable after the event, the lack of water jeopardizes the recovery process. Water main networks are complex structures since they consist of several pipeline systems interconnected to each other and to critical facilities such as dams, water treatment facilities or to water storages. Furthermore, the pipelines may be built by using various material types and connection methods. One of the most important challenges, of course, stems from the fact that these structures are mostly underground constructions, not easily reached and not maintained several decades in most of the cases. Damage and seismic risk estimation of such complex systems is quite difficult due to the main reasons listed above. In this thesis, a probabilistic approach is proposed for estimating the seismic risk on water main networks. The method is based on the PEER (Pacific Earthquake Research Center) probabilistic framework and involves the use of a stochastic earthquake catalogue, an inventory of pipelines, and high resolution GIS data. The PEER method is generally used for earthquake risk calculations of superstructure, applications to the infrastructure especially for buried pipelines are very rare. The first step of the approach is to place the layer of pipelines over the layer of geocells in GIS environment. The geocells contain soil data for a high-resolution field, such as 0.005x0.005 degrees as used in this study. Firstly the algorithm is developed on a small sample system and then it is applied for the whole water main networks in İstanbul. This process results in a very high number of pipeline pieces. The second step is to define a stochastic earthquake catalogue, preferably of 10K years long. The analyses then continue running pipeline damage vulnerability functions for every single event in the catalogue as well as for every pipeline piece. This analysis is challenging not only in terms of time of the analysis but also in terms of the available memory usage in the computers. In the software prepared for this study, several optimizations and a parallel computation approach ad had to be developed. The analyses conducted in 4 computers in parallel and resulted in 4 to 5 days of process for the whole Istanbul. After the analyses are completed, an annual seismic risk curve is created for every pipeline piece. This curve presents the damage per kilometer versus the probability of exceedance annually. It should be noted that this is a Poisson process which means that the results are time-independent (i.e. a recent major seismic event would not affect the annual probability of exceedance). Obtaining annual seismic risk curves allows the user to then translate the curve into expected damages for a given return period or for a level of probability of exceedance in certain years. For instance, once the proposed analyses are completed, the user can extract the damage per kilometer for an earthquake level of 475 years return period, or for 2475 etc. As opposed to most of the existing studies, this approach allows the decision maker to be able to check the spatial distribution of the expected damages for varying seismic levels. In this study three different earthquake risk levels for damage estimation are taken into consideration: A risk level; 50% probability of exceedance in 50 years for small earthquakes (this correponds to return period of 75 years) B risk level; 10% probability of exceedance in 50 years for big earthquakes (this correponds to return period of 475 years) C risk level; 2% probability of exceedance in 50 years for very big earthquakes(this correponds to return period of 2475 years) The risk on the buried pipelines is often given with the risk metric of repair-per-km. The risk assessment on the pipelines are made for whole İstanbul for three risk levels. The results for repair rates of buried water pipelines are colored along the pipelines and shown on maps. By using the holistic approach presented here, it was possible to present the expected damage levels graphically for the selected seismic level. The method is successfully applied to the entire water system of Istanbul and can be applied to similar complex water main networks in another places under seismic threat. The main difference of the approach proposed for seismic risk of buried pipelines in this thesis from the previous JICA study for Istanbul is the probabilistic representation of the seismic risk, as opposed to the deterministic one, as well as the ability of the method to allocate various vulnerability functions within logic trees. The HAZUS approach, for example, similar to the JICA approach, uses a single set of pipeline vulnerability functions reducing the method to a deterministic one in the vulnerability part. When the earthquake damage maps are examined, it is seen that the number of damages for all water main networks increased from A risk level to C risk level. As expected, the greatest number of damage occurred in calculations based on the C risk level. In general, it is seen that the damages for water main networks in İstanbul that can occur in case of the possible earthquakes will be limited. According to the highest risk level C risk level for damages, the length of water main networks which have the highest repair rate value interval 0.52-0.62 damage/per km is 11.6 km. This length corresponds to only 0.4% of the entire length of the water main networks taken into consideration in this study. The length of water main networks which have the repair rate value over 0.40 corresponds to only 3% of the entire length of the water main networks. The length of water main networks which have the repair rate value over 0.30 corresponds to only 8.7% of the entire length of the water main networks. The total length of water main networks in İstanbul is over 3100 kilometers. Another important point in the thesis study is that the pipelines, which are made of brittle materials such as concrete, font, HDPE and CTP, take more damages than the pipelines which are made of steel and ductile pipes. Ductile pipes have better performance than brittle ones against earthquakes. It is an expected situation and similar results are reached in the studies done for damage estimations for buried pipelines worldwide. en_US
