Bir Modernleşme Pratiği Olarak Kooperatifçilik Ve Bahçeli Konut Yerleşimleri

Özet
Türkiye’de ilk konut kooperatifi 1934 yılında Ankara’da kurulmuştur. Bu kooperatif tarafından inşa ettirilen Bahçelievler konut yerleşimi devlet kurumları tarafından desteklenen özel girişimdir. Bu yaklaşım Türkiye’deki toplu konut üretimi için en yaygın şekilde kullanılan model olmuştur. Bu çalışma kapsamında Türkiye’deki kooperatif yerleşimlerinin 1934-1960 yılları arasını kapsayan tarihi ele alınmaktadır. Kooperatifler, korporatist ekonomi politikalarının araçlarından birisidir. Korporatist bir ekonomi programını benimseyen Erken Cumhuriyet dönemi bürokratları kooperatifleri kendilerine ekonomik artı değer oluşturabilmek amacıyla kullanmıştır. Konut kooperatifleri de kendisine böylesi bir ekonomik sistem içinde yer bulmuştur. Çalışma kapsamında ele alınan dönemde kooperatifler bahçeli tek aile evlerinden oluşan yerleşimler inşa etmiştir. Lüks konut olarak ele alınabilecek bu yerleşimlerin devlet destekli kooperatifler tarafından inşası ise Türk orta sınıfının konut sahibi edindirilmesinde yaygın bir şekilde kullanılan yöntem olmuştur. Batı’da çoğunlukla düşük gelir seviyesine sahip kesimlerin konut ihtiyacını karşılamak üzere kullanılan kooperatiflerin, Türkiye’de orta sınıflara yönelik olarak üretim yapması beraberinde ucuz konut tartışmalarını da getirmiştir. Ancak ucuz konut sunumuna dair üretilen fikirler ve kooperatiflerin işleyişine yönelik eleştiriler üretim sürecine yansıyamamıştır. Toplumun kendi başına ev saihibi olma imkanına sahip olamayan kesimlerine sistemli bir şekilde konut sunumu yapılmamıştır. Zamanla kooperatifler üyelerinin konut üzerinden yatırım yaptıkları ve artı değer ürettikleri bir sistemin parçası haline gelmiştir. Böylesi bir yaklaşımın sonucu olarak ise kooperatif yerleşimleri kentsel gelişime artı değer üretecek bir şekilde katılamamış, arsa spekülasyonunun bir parçasına dönüşmüştür. Bir yatırım aracı olarak görülen kooperatif konutları, 1965 yılında Kat Mülkiyeti Kanunu’nun çıkması sonrasında tek tek yıkılmış ve yerlerine apartmanlar inşa edilmiştir.
Housing cooperatives, supported financially by government agencies, expanded as the primary construction system to satisfy this desire. The Republic of Turkey adopted a corporatist ideology as a part of its positivist approach, and cooperatives functioned as a device to define the correlation between the different layers of the society. The first housing cooperative of Turkey, Bahçelievler Housing Cooperative, was founded in 1934. The Real Estate and Credit Bank of Turkey, founded in 1926, was the agency responsible for the financial needs of housing cooperatives. The Commercial Code of 1926 defines cooperatives as corporations established to satisfy the needs of occupational groups with loans and mutual support. The administrative structure of the cooperatives was established by legally binding contracts. The founders of Bahçelievler wrote the first of these contracts. Later cooperatives adapted it according to their needs, but the overall tone and the major decisions of this contract remained exactly the same. In the contract, they defined the cooperative as a firm with a duration of 20 years, with the aim of providing homeownership to its members. All the other housing cooperatives also defined themselves as firms with durations varying according to the term of the construction loans. Starting from the mid-1950s, single-family homes lost their appeal, and apartment buildings became more fashionable. In 1965, revisions to the civil code gave individuals the right to own condominiums. Gradually single-family homes demolished down and replaced with four- or five-storey apartment buildings that were more profitable.
