ISO 14001 çevre yönetim sistem standardı

Abstract

Birçok işletme, ilgili kuramlar, yasal kuruluşlar; müşteriler ve rakipleri tarafından baskılar arttıkça çevresel performansını arttırmak için çalışmalara başlamıştır. İşletmeler; kendi bünyelerinde endüstriyel aktivitelerinin, ürünlerinin veya hizmetlerinin çevre üzerine olan etkilerini, ilgili yönetmelik, ekonomik politikalar ve bunun gibi çevre korumasını ve ilgili kuramların çevre konusunda bilinçlenmesini öngören faaliyetler çerçevesinde kontrol etmektedir. İşletmeler, çevresel performanslarını değerlendirmek için kendi bünyelerinde çevre denetimleri yapmışlardır. Fakat bu denetimler tek basma, firmanın çevresel performansının yasal yönetmeliklere uygunluk sağlayacağım ve de buna devam edeceğini güvence altına alamaz. Bu denetimlerin, etkili olabilmesi için, bütün yönetim aktivitelerine entegre olmuş bir çevre yönetim sistemi çerçevesinde olması gerekmektedir. ISO 14001 çevre yönetim sistemi standardı firmalara etkin bir çevre yönetim sistemi için gerekli olan ve yönetime entegre olması gereken elementleri tanıtıp ve işletmenin çevresel hedeflerine ulaşması için rehber olmaktadır. ISO 14001, endüstri yapı ve işleyişine çevre boyutunun katılmasını amaçlamaktadır. Bu çalışmada, işletmelerin her geçen gün biraz daha üzerinde durdukları en gelişmiş çevre yönetim sistem standardı olan ISO 14001 incelenerek, söz konusu çevre yönetim sisteminin uygulama esaslarının değerlendirilmesi amaçlanmıştır. Burada dikkat edilmesi gereken nokta; ISO 14001 uygulanırken tesislerin farklı özelliklerine ait farklı açılımlar üretilerek, bu konuda ek çalışmaların yapılması gerekliliğidir. Bu çalışma da standardın aksayan yönleri tespit edilip, çözüm önerilerinde bulunulmuştur. Denetimler esnasında; çevre mühendislerinin yanısıra, söz konusu sektörde uzmanlaşmış kişilerin bulunması, üniversitelerin ilgili birimleriyle bu konuda işbirliğinin yapılması, belgelendirme kuruluşlarıyla danışmanlık yapan birimlerin ayrılması, dokümantasyonun bilgisayar ortamında gerçekleştirilmesi, kuruluşların ISO 14001 'i etiket bir belge olmaktan çok çevresel sorunlarına bir çözüm olarak görmelerinin sağlanması yolunda atılması gereken adımlardan bazdandır.

Organizations of all kinds are increasingly concerned how to achieve and demonstrate sound environmental performance as the pressure from interested parties such as legislators, customers, competitors increases. They try to control the potential impacts of their activities, products or services on the environment. They do so in the context of related legislation, the development of economic policies and other measures which enforce environmental awareness of interested parties. Many organizations have undertaken environment reviews or audits to assess their environmental performance. On their own, however, these reviews and audits may not be sufficient to provide an organization with assurance that its performance not only meets, but will continue to meet, its legal and policy requirements. To be affective, they need to be conducted within a structured management system integrated with overall management activity. Environment management system standard ISO 14001, is intended to be provide organizations with the elements of an effective environmental management system which can be integrated with management requirements, to assist organizations to achieve environmental and economic goals. ISO 14001 intends to adding environmental aspects to industrial subjects. The aim of this study is analyzing and evaluating ISO 14001 which is the most improved EMS standard. It must be highlighted that companies need additional studies for their specific features during implementing this approaches. In this study, deficiences of ISO 14001 are analized and suggestions for getting rid of them are given. Making use of environmental engineers in audits, co-operation with the universities, seperation of auditing and consulting firms, use computer-based technologies in documentation processes are some of the steps for organizations to appreciate the standards as a solution for their environmental problems instead of a commercial lable.
