Ulusal Teknoloji Öngörü Çalışmalarında Uzmanlık Seviyesinin Sonuçlara Etkisi

Abstract

Doktora tez çalışması kapsamında; ulusal teknoloji öngörü kavram ve metodolojileri ve dünyadaki uygulamalar araştırılmıştır. Literatür taraması ile son dönemde ön plana çıkan konu başlıkları belirlenmiş, tartışmalar değerlendirilmiştir. Türkiye’nin ilk ulusal teknoloji öngörü projesi Vizyon 2023 ‘te görev alınarak özgün model geliştirilmesi, uygulanması ve sonuçların değerlendirilmesi aşamalarında çalışılmıştır. Öngörü metodolojisi yaygın danışma tekniklerinden delfi analizinde görüşüne başvurulan uzmanların, uzmanlık seviyelerinin sonuçlara etkisine ilişkin literatürdeki tartışmalara bilimsel yaklaşım çerçevesinde yaklaşılmış, Vizyon 2023 projesi Delfi Anketi verilerinden yararlanılarak, görüşüne başvurulan uzmanların, uzmanlık seviyesinin çıktılara etkisi istatistiki olarak ölçülmüştür. Hipotez; Delfi Anketi’ne katılan ve görüşünden yararlanılan uzmanların, uzmanlık seviyelerinin bir faktör olarak hesaba katılmasının, çalışma sonucunda belirlenen öncelikli teknoloji alanları sıralamasında farklılık yaratacağıdır. Yapılan istatistiki değerlendirme ve uygulanan testlerle hipotez doğrulanmıştır. Ulusal teknoloji öngörü projeleri geleceği kendi kurgulayabilen bir güç olma yetkinliğini kazanmak isteyen ülkeler için kritik öneme haizdir. Bu alanda doktora tezi çalışmam gibi; metodoloji, uygulama ve sonuçlara yönelik yapılan araştırmalar, farklı yaklaşımlarla ortaya konan bulgu, değerlendirme ve iyileştirme önerileri, konuya ilişkin veriler analiz edilerek, bilimsel yaklaşımla elde edilen yeni sonuçlar, sonraki çalışmalar için temel teşkil etmeleri ve gelişme fırsatları sağlamaları itibarı ile önemlidir.

Within the context of doctorate thesis; national technology foresight concept and methodologies and performances in the world were researched. Recently prominent subject topics were determined by literature survey and discussions were evaluated. Studies were performed in distinctive model development, model performance and result evaluation phases by being taken in charge in Vision 2023, the first national technology foresight project of Turkey. Discussions in literature relating to the effect of expertise levels of the experts consulted in Delphi Survey which is one of foresight methodology common consultation techniques to the results were approached within the framework of scientific approach and , the effect of expertise levels of the experts consulted to the outputs was statistically measured by benefiting data from Vision 2023 project Delphi Survey. Hypothesis is that taking into account of expertise levels of the experts participating in Delphi Survey and consulted for their opinions as a factor creates a difference in the grading preferential technology fields determined as a result of the study. Hypothesis is confirmed by statistical evaluation made and tests performed. National technology foresight projects have a critical importance for countries wishing to gain competency to be a power for building the future on their own. As my doctorate thesis study in this field; new results obtained with scientific approach by analyzing the researches made for methodology, performance and result, evidences put forward with different approaches, evaluation and improvement suggestions and data regarding to the subject are important because they will be a base for next studies and provide important improvement opportunities.
