Özet
Noktasal kirletici kaynakların alıcı ortamlara deşarjı sırasında, etkilerin kontrolü amacıyla genellikle, sadece deşarjın fiziksel-kimyasal özellikleri veya zehirlilik etkileri kontrol edilmektedir. Fakat deşarjların kontrolünün sağlanması birçok faktörün birlikte kontrol edildiği bütünleşik bir yaklaşımla mümkündür. Bu bağlamda bu çalışmada, noktasal deşarjların kontrolünün sağlanması amacıyla, etkilerinin birçok faktöre bağlı olarak belirlenmesi ve deşarjlarına bu etki derecesi ile karar verilmesi fikri ortaya çıkmıştır. Deşarjların alıcı ortamlara etkisinin belirlenmesi ekosistemlerin karmaşık yapısından dolayı oldukça zordur. Bu çalışmada, basit bir yaklaşım kullanılarak, deşarjların fiziksel-kimyasal özelliklerinin, zehirlilik özelliklerinin, alıcı ortamın kalitesinin ve deşarj sonrası alıcı ortamdaki seyrelme miktarının birlikte dikkate alındığı bir etki indeksi geliştirilmiştir. “Deşarj Etki İndeksi (DEİ)” adı verilen bu indeks ile deşarjların sadece fiziksel-kimyasal özelliklerinin değil, zehirlilik etkilerinin, alıcı ortamın kalitesi ve tatlı su miktarları gibi özelliklerin birlikte dikkate alınması ve deşarjların etkisinin karar vericilere bir sayı ile belirtilmesi hedeflenmiştir. Çalışmada, deşarjların zehirlilik etkisinin kontrol edilmesi, seyrelme faktörlerinin dikkate alınması ve bu kriterler dikkate alınarak deşarjların etkilerinin belirlenmesi gerekliliği; yaklaşık 1000 adet noktasal kaynağın deşarjlarını toplayan, deşarj-bağımlı/ağırlıklı nehir ve nehir kollarına sahip Ergene Havzası’nda yürütülen deneysel çalışma sonuçları ile vurgulanmıştır. Deneysel sonuçlar ve genelleştirilmiş DEİ dikkate alınarak havzaya özgü bir etki indeksi geliştirilmiştir. Bu indeks diğer havzalara da havza özelliklerine ve önceliklerine bağlı olarak, farklı kirletici parametreler, farklı organizmalar, farklı yararlı kullanım amaçları vb. kullanılarak oluşturulabilmektedir. Çalışma sonucunda geliştirilen bu indeks ile noktasal kaynakların alıcı ortamlara etkisi, birçok faktör dikkate alınarak sınıflandırılabilecek ve karar vericilerin de kullanabileceği tek bir sayıyla belirlenebilecektir.
When a point source is discharged to a river or stream, chemical parameters and toxicity effects of effluents are taken into consideration. But determination of effects of a point discharge to ecosystems is a complex problem and controlling its effects need an integrated approach. In this study, the idea of constituting an effect index for determination and classifying point sources effects came out. So to control the risks of point sources to receiving waters, chemistry and toxicity of the effluent, quality and flow conditions of the ambient water, required designated use for that river and quantity of fresh water in the receiving environment (dilution factor) must be considered. In this study an effect index which is called “Discharge Effect Index (DEI)”is developed. After using this index, the degree of an effect caused by any point sources discharge can be determined by a number. After the field survey in Ergene River Basin which have effluent-dependent/dominated systems, collect total about 1000 point sources treated and not treated effluents and use technology-based effluent limits to control point sources pollution, a site-specific effect index is developed to determine risks to aquatic environments and to solve such these problems in such basins. Results of analyses of the field survey and features of ambient waters in the basin are taken into consideration for developing site-specific DEİ. The index is considered all of the effects, like chemistry and toxicity of effluents, quality of receiving environment and dilution factor. This DEI is developed by different ways for different basins by using various organisms and chemical parameters or different designated uses etc. After using this index it will be possible to rank the effects of point sources pollution and decision makers will use a number to determine these effects.
