Doğal Çevre Korumada Yerel Katılımın Sağlanması Amacıyla Delfi Metodunun İrdelenmesi: Riva Örneği

Abstract

İstanbul’da 1990’lardan sonra hassas alanların bulunduğu kuzey bölgesine doğru yayılan kentsel gelişme doğal yapısı kısmen korunmuş bir bölgesi olan Riva’yı da etkilemektedir. Doğal ve yerel özelliklerinin korunması ve ekolojik ve ekonomik sürdürülebilirliliğin sağlanması Riva’nın ve İstanbul’un geleceği için önem arzettiği bilinmektedir. Bölgenin korunma sürecinde yerel halk katılımının sağlanmasının koruma stratejileri ve politikalarının uygulanması açısından gerekli olduğu varsayımı bu araştırma gerçekleştirilmiştir. Araştırmanın metodu olarak çok farklı görüşlerin bir araya getirilmesi ve bu görüşler arasında uzlaşma sağlanmasını sağladığı öngörülen Delfi Metodu seçilmiş ve zaman ve mekan yönünden uygulama kolaylığı sağlayacağı düşüncesi ile anketlerin anketlerin elektronik ortamda uygulanması hedeflenmiştir. Bu kapsamda internet yoluyla iki aşamalı anket uygulanmıştır. Çalışmanın sonunda ağır ekonomik sorunlar ve düşük eğitim düzeyi gibi sebepler Delfi Metodunun gereği olan ve paydaşlar arasında uzlaşma ve görüş birliği sağlanması konusunda engeller oluşturmuş ve ikinci aşamada beklenen düzey sağlanamamıştır. Bu nedenle bu yaklaşımın geleneksel katılım metotları ile uygulanmasının daha uygun olduğu ve yerel halkın katılımında her aşamanın toplantılarla desteklenmesi gerektiği ortaya çıkmaktadır.The urban development spreading over towards the northern region where the sensitive areas are located after 1990 has affected Riva which is the region of Istanbul and the natural structure of which has partly been protected. This study is performed under assumption of that it is required for application of the protection strategies and policies to ensure that the local community participates in the protection process of the region. As the method of this research, the Delfi Method which is said to bring diverse views together and provide compromise amongst them has been selected and it is targeted to apply the surveys electronically considering that it will facilitate application in terms of time and space. In this scope a two phase survey has been applied via internet. The reasons such as severe economic problems and low education level posed obstacles about reaching an agreement among the sharers, which is necessary for Delphi Method, and the expected level could not be achieved in the second phase. Thus, it appears that this approach is more suitable to apply with the traditional participation methods in the participation of especially the local community.
