İnşaat yatırım projelerinin yapılabilirlilik analizi ve örnek bir OSB projesinde uygulanması

Abstract

İnşaat yatırım projeleri hazırlanırken belli bir sistematik takip edilmelidir. Yatırım kararı alırken yapılan fizibilite etüdü, birbiriyle ilişkili birçok teknik, idari, hukuki, finansal ve toplumsal analizleri içermeli ve yatırımla ilgili bütün taraflara hitap edebilmelidir. Bir inşaat yatırım projesi, sağlıklı verilerden yola çıkarak tutarlı analizleri ortaya koymalı ve sonuçlar manipüle edilmeden objektif bir biçimde sunulmalıdır. Alternatif yatırımlar, finansal analiz yöntemleri kullanılarak değerlendirilmeli, en uygun sonucu veren proje stratejik hassasiyetler, ekonomik politikalar da dikkate alınarak gerçekleştirilmelidir. _x000D_ İnşaat sektörünün imalat aşamasında ne kadar hassas ve kontrollü bir planlama yapılırsa yapılsın süre ve maliyeti azaltma çabası sınırlı kalacaktır. Halbuki imalat aşamasına geçmeden evvel ön fizibilite çalışması yaparak projenin yapılabilirliğinin irdelenmesi büyük oranlarda süre ve maliyet tasarrufu anlamına gelmektedir._x000D_ Kalkınmada büyük bir ağırlığa sahip olan Organize Sanayi Bölgeleri, bölgesel dengesizlikleri gidererek, sanayileşmenin yurt genelinde yayılmasında son derece önemli rol oynamaktadır. Üretim kaynaklarının hepsinin birden kullanılabilmesine imkan veren ve istihdam sağlayan inşaat yatırım projelerinden organize sanayi bölgesi fikrinin fiiliyata geçirilmesi bu tez çalışmasında incelenmiş olup, gerekli literatür çalışması sonrası Gebze’de kurulacak olan İmes Organize Sanayi Bölgesinin fizibilite raporu ve ön çalışmaları ele alınmıştır. _x000D_ Bugünlerde hafriyat ve altyapı çalışmaları yapılmakta olan İmes Organize Sanayi Bölgesinde fizibilite çalışmalarının ne derecede sağlıklı yapıldığı, yapılabilirlik kararının ne derece doğru olduğu yapılan incelemelerle ve somut göstergelerle değerlendirilmiş ve fizibilite etütlerinin ciddiyetle ve doğru kişilerce yapılması gereği ortaya çıkmıştır. _x000D_

A specific systematic has to be followed while preparing building investment projects. The feasibility etude while taking the investment decision has to involve many technical, administrative legal, financial and social analyses which are related to one another and has to be able to denounce to all sides. A building investment project has to put forth the consistent analyses by setting of from consistent data and the results have to be presented objectively without being manipulated. The alternative investments have to be assessed by using financial analysis methods and the project which gives the most appropriate result has to be realized by taking the strategically tenderness and the economic policies into account. _x000D_ Regardless of however a tender and controlled planning is made at the manufacturing phase of the building sector, the efforts to decrease the duration and the cost will keep staying limited. However the further investigation of the feasibility of the project by performing a feasibility study before proceeding to the manufacturing phase means the saving of time and costs at great amounts. _x000D_ The Organized Industrial Regions(OIR) which have a great weight in development play an important role in the expansion of the industrialization across the country by eliminating the regional unbalances. The materialization of the organized industrial region idea from the building investment projects which facilitates the wholly using of the production resources and provides employment has been studied in this thesis study and, the feasibility report of the Imes Organized Industrial Region which is to be building in Gebze and its fore activities have been taken into consideration. _x000D_ The Imes OIR whose excavation and infrastructure works are currently being performed , to what healthy extent the feasibility studies are being made and how correct the decision of feasibility is, have been assessed in the inspections made with concrete indicators and the requirement for the feasibility etudes being made by correct people and seriously has been arisen._x000D_
